| 6 | 4. In order to optimize the useful life of the equipment of power plant, the Contractor shall carryout out necessary routine, breakdown and preventive maintenance as per schedules provided. The Contractor shall perform periodic overhauls and preventive maintenance required for the Plant and equipments in accordance with the recommendations of equipment manufacturers (as mentioned in PS).5. Contractor shall carry out the performance monitoring for the Plant Facility on continuous basis and in case of any deviation, the Contractor shall perform the due diligence appropriately to find out the actual root cause of such deviation. Any test or inspection required such as thermal imaging, Current Voltage (IV) characteristics test etc. to analyse such deviation will be the responsibility of the Contractor. Thereafter, the action required to mitigate such deviation shall be undertaken by the Contractor without any additional cost.6. The Safety, Record keeping, Coordination, Data Access, Statuary & Legal compliances, Joint Meter Reading, Spares shall also be the Contractor\"s responsibility.7. The Contractor shall prepare the initial Annual Operating Plan for the Plant Facility and shall indicate the proposed resources (manpower, material, tools and tackles) that would be deployed for O&M subject to a minimum of following, the cost of same is included in quoted rates: |
| 7 | (a) Manpower(i) Minimum one Engineer (Degree in electrical Engineering with 02 years of experience in working in O&M of Solar PV Plants or a relevant Diploma in Engineering with at least 3 years of experience of working in O&M of solar PV plantswill responsible for plant operation and maintenance. (ii) 01 Nos of skilled electrician in a shift of 08 hours (Min 1 shift per day) having 10+2 with min 3 year experience in relevant field. (iii) 03 Nos of unskilled Labour in day shift of 08 hours (iv) 01 No unskilled labour in a shift of 8 hours (Min 2 shifts per day i.e. Evening, Night)(iv) The contractor shall employ only such personel who are adequately qualified and experienced in Solar PV Project. The contractor shall submit adhar linked t bank statement for monthly payment made to employed personnel, ESI as applicable within one week after acceptence of work . In case of absenteeism, a recovery of Rs 700 per Helper and Rs 1000 per electrician and Rs 1300 per Engineer will be levied. THe quoted rate include cost of reliver reqd for weekly off for employed manpower for electrician and helper.(b)Tools/Plants/Testing Equipments As per site and OEM recommendations within quoted rates. |
| 8 | (c)Spares:The Contractor shall maintain required Spare Plant Equipment., Spare Parts, Tools and Plants, Consumables required for comprehensive operation and maintenance of the plant faciltiy. The Contractor shall make arrangement to procure required spare parts, or equipments as required, overhauling of parts, tools and equipment, required to operate and maintain the Plant in accordance with the recommendations of individual Original Equipment Manufacturer (OEM) at his/ her own cost. Minimum spares required to be maintained by the succesful bidder. Notes:-(a) The scope also include washing/cleaning of Solar PV Modules fortnightly basis as per pre-planned schedule as got approved from deptt by contractor and cost of T&P (wiper long handle, grass cutting machine, ladder etc), Labour required at site is deemed to be includedin quoted rates. The contractor shall have to purchase LEVEL- I AMC plan for Inverter - 2 Nos from ABB within overall quoted rates.(b) Checking electrical parameter of the installed power plant .Any job other than above indicated jobs would be coveredunder warranty of Solar Plant installed.(c) Keeping the area neat and clean and free from vegetation growth all over ground in solar plant(Note: Recovery to be deducted at the rate of Rs 1000/day if not found clean during visit) |
| 9 | (d) Material and Labour for replacement of defective power condition units(PCU)/Inverters /String invertor with maximumpower point tracker/Tracking (MPPT) feature,cable and other electrical works shall be included in the O&M Quoted Cost.(e) Cost of equipment and spare parts shall be included in the O&M quoted Cost.(f)The Operator shall operate and maintain the Plant in accordance with the provisions of this O&M Plan/O&M Procedures and Good Industry Practices.(g) Operator shall observe and strictly comply with the Applicable Laws for the operation and maintenanceof the Plant in accordancewith the provisions of this O&M.(A) Operations:-(h) Measurement & monitoring of the electricity production through appropraite monitoring systems for the period of the Term of the contract.(j) The following will be monitored:-(i) Measurement and calculations of the Plant current and nominal performance.(ii) Any unusual conditions found during operations/ inspections.(iii) Any system disturbances/outages.(iv) Monthly report of the solar plant generation is to be provided by Contractor. |
| 10 | (B) Maintenace :-(i) The Operators shall be responsible for ensuring smooth operations of all components.(ii) To inspectand maintain periodically the plant equipment as per the preventive and curative maintenance schedule.(iii) The operators shall carry out PV module cleaning Twice every month min or as requiredfor effective generation as required.(iv) Spares such as MCB,MCCBs,Fuses,DC Fuses,Al cards such as input/output Card ,power supply card ,processor card ,PV Modules, Glands,lugs,MC4 connectors,tie connectors,clamps,cable Ties and all other consumables/spares which are required for uninterrupted O&M of the Plant should be kept readily available atSite . The quoted rate include cost of the all such items reqd (except mentioned in Sr No 2 to 10) in rate quoted for Item No 1.(v) The Contractor shall provide an inventory reportitems consumedto the departmment on a monthly basis.(vi) The Contractor has to use the mandatory spares(s)available at site for replacing defective part(s) of equipment for minimizing system outage temporarily and top up the quantity of spares so that the required quantity of spares shall be made available at site at all times and shall be handed over to the department at the end of O&M Period .The cost of spares is deemed to be incl in the quoted cost. |
| 11 | (vii) The Contractor is bound to provide mentioned manpower. However, the above mentioned manpower is minimum.If highe number of manpower is required to ensure smooth functioning of plant. the cost of same will be deemed to included in quoted rates. Contractor shall get duty roster and shift timing approved from deptt well in advance required for smooth maintenance. The rate quoted include cost of itemsreqd for maintenance inclusive of daily,weekly,quarterly ,half yearly maintenance including all consumable material and chemicals as required and other spares required.(viii) Earthing Register has to be maintained by the Contractor.The earthing values of all Earting mentioned in Appx\"A\" of LA and Solar Earthing is mandatory and any earthing material required to recharge of the earth pit shall be borne by the Contractor. The cost of New Earthing alongwith connected accessories like earthing strip,excavation etc if required to executed at site is deemed to be incl in the quoted rates.Note: if the Earthing Value comes to be more than 3 Ohm .The Contractor has to recharge and make good the earthing value.If required he has to execute new earth pit at no extra cost to the department .In case of Non compliance a penalty of Rs 500 Per day per earthing shall be levied .And the same shall be recovered from his Payment. |
| 12 | (ix) The Operators shall perform the services in relation to the Plant in accordance with the safety manageement plans.SOPs and procedures as applicable and/or in accordance with accepted industry practise.The operators shall adhere to the health and safety standard. In this respect the Department shall not be liable for any accidents or untoward events.(x) The Contractor,for any major equipment fail such as Inverters/Solar Module/ACDB shall repair/replaced the equipment on free of cost basis.
