| 2 | a) Comprehensive maintenance would include washing/cleaning of Solar PV Modules forthmonthly basis as per pre-planned schedule and cost of T&P,Labour required at site is deemed to be included b) Checking electrical parameter of the installed power plant .Any job other than above indicated jobs would be coveredunder warranty of Solar Plant installed.c) Keeping the area neat and clean free from vegetation growth.The maintenance and cleaning of Area near Modules shall be sole responsibility of the Contractor.d) Material and Labour for replacement of defective power condition units(PCU)/Inverters /String invertor with maximumpower point tracker/Tracking (MPPT) feature,cable and other electrical works shall be included in the O&M Quoted Cost.e) Cost of equipment and spare parts other than given shall be included in the O&M quoted Cost. |
| 3 | A) Generali)The Operator shall operate and maintain the Plant in accordance with the provisions of this O&M Plan/O&M Procedures and Good Industry Practices.ii) Operator shall observe and strictly comply with the Applicable Laws for the operation and maintenanceof the Plant in accordancewith the provisions of this O&M .B) Operationsa) Measurement & monitoring of the electricity production through appropraite monitoring systems for the period of the Term of the contract.b) The following will be monitored :i) Measurement and calculations of the Plant current and nominal performance .ii) Any unusual conditions found during operations/inspections.iii) Any system disturbances/outages.iv) The operator from Time to Time will recommend certain incorporation of technology/process improvements /equipment upgrade for improved performance of plants along with a cost benefit analysis.The implementation of the same will be done subject to the approval from Owner.The Operator will undertake the implementation of the works ,on an additional cost basis pst a written approval from the owner. d) Monthly report of the solar plant generation is to be provided by Contractor. |
| 4 | D) Maintenace a. Preventive Maintenance :i) The Operators shall be responsible for ensuring smooth operations of all components.ii) To inspectand maintain periodically the plant equipment as per the preventive and curative maintenance schedule.iii) The operators shall carry out PV module cleaning Twice every month for effective generation as required.LIST OF MANDATORY SPARES:i)Spares such as MCB,MCCBs,Fuses,DC Fuses,Al cards such as input/output Card ,power supply card ,processor card ,PV Modules, Glands,lugs,MC4 connectors,tie connectors,clamps,cable Ties and all other consumables/spares which are required for uninterrupted O&M of the Plant should be kept readily available atSite .ii) The Contractor shall provide an inventory reportitems consumedto the departmment on a monthly basis.iii) The Contractor has to use the mandatory spares(s)available at site for replacing defective part(s) of equipment for minimizing system outage temporarily and top up the quantity of spares so that the required quantity of spares shall be made available at site at all times and shall be handed over to the department at the end of O&M Period .The cost of spares is deemed to be incl in the quoted cost.iv) The Contractor is bound to provide .01 Sr Electrician,01 Electrician and02X labour Operator for maintenance /operation of solar PV Plant system on daily basis from 0900 to 1700 Hrs by providing all minor accessories as required for smooth maintenance inclusive of daily,weekly,quarterly ,half yearly maintenance including all consumable material and chemicals as required and other spares required.v) Earthing Register has to be maintained by the Contractor.The earthing values of all Earting mentioned in Appx\"A\" of LA and Solar Earthing is mandatory and any earthing material required to recharge of the earth pit shall be borne by the Contractor.The cost of New Earthing alongwith connected accessories like earthing strip,excavation etc if required to executed at site is deemed to be incl in the quoted rates.Note: if the Earthing Value comes to be more than 3 Ohm .The Contractor has to recharge and make good the earthing value.If required he has to execute new earth pit at no extra cost to the department .In case of Non compliance a penalty of Rs 500 Per day per earthing shall be levied .And the same shall be recovered from his Payment. vi) All above terms to be paid in the unit quote rates as per the items and no payment will be made separately on this account |
| 5 | E) Operators Representative and Personneli) Contractor shall ,designate a duly qualified and experienced person to manage and administer the O&M Services for the performance of the O&M Services,Contractor shall employ only such personnel those are qualified,skilled and experienced in their respective callings.F) The Operators shall perform the services in relation to the Plant in accordance with the safety manageement plans.SOPs and procedures as applicable and/or in accordance with accepted industry practise.The operators shall adhere to the health and safety standard to ensure minimal accidents during the term .In this respect the Department shall not be liable for any accidents or untoward events.G) The Contractor,for any major equipment fail such as Inverters/Solar Module/ACDB shall replace the equipment on free of cost basis.The cost of new equipment (Solar PV Module/Inverter of suitable capacity)is deemed to be incld in the quoted rate. The Old Inverter and Solar PV Module shall not be a property of Contractor and has to be deposited by him in the MES Store.Preventive Maintenance Schedule & Checklist1) PV Module cleaning after 15 Days.2) Module Interconnects Tightness -Visual Check Monthly3) Integrity of Cable Terminations in Junction Box in Visual Check-Monthly4) Visual Inspection of Cracked ,Chipped and Broken Modules-Monthly5) Visual Inspection of Rodent Attacks on Cable Conduits -Monthly6)Visual Inspection of Junction Box & Combiner Box enclosures -Monthly7) Hardware on Structures - Monthly8) Vertical Post Structures Rigidity -Visual Check Quarterly9) Earthing Strip Check Visual Check-Monthly10)DC and AC termination checks and retightening as required in Inverters -Visual Check-Half Yearly11)Cleaning of Filters in Suction Side of Inverters -Monthly |
| 6 | PLANT MONITORING SYSTEM The Power Plant shall incorporate a communication system to monitor the output of each stringand Inverter so that system faullts can be detected and rectified before they have an appreciable effect on energy production.The monitoring system shall be a combination of Web based Internet Portal Solution and on ASite local area network for acquisition of data through onsite servers.For Monitoring Weather data alongwith generation data.Remote monitoring thru proper cloud based system of complete plant to be provided by bidder, including SIM/GSM for complete tenure of plant O&M.The original server is with the OEM (M/s WAAREE ENERGIES PVT LTD) .The Contractor shall responsible for making the site available for the monitoring of data.The Cost for runnintg and maintenance of the site shall be borne by the Contractor within the stipulated amount.Logger,Data Logger and Web based Internet Portal Solution should be compatible with each other .The logged weather data generation data should be in time series.The lists of monitoring and recording parameters to be mentioned are as under:-a) String Currentb)Inverter Input Voltage c)Inverter input currentd)Inverter input powere)Inverter output Voltagef)Inverter output Current g)Inverter output active Powerh)Inverter output reactive Power j)Power Factor k) Global Irradiation on POA l) Ambient Temperature m) PV Module Back temperature n) String failure detectiono) Grid Status ,error Codes and all other parameters provided by Inverterp) Daily power generation in kWhq) Monthly power generation in kWhr) Annual power generation in kWh |
| 7 | The proposed Bldgs and SPV generation shall be as Appx \"A\" AttachedGuaranteed CUF of the Plants: The Plant shall produce minimum Generated Electrictyof as per MNRE guideline units per year Depriciation 6% of the Total Generated Unit is to be accepted.Difference in generation produce in KWH after Depreciation of 6% will be recovered from Contractor @12 per unit .
