Bids Are Invited For Supply Of Scaba With Spares - - Technical Specification for Self Contained Breathing Apparatus Set Self-Contained open circuit Automatic Positive Pressure Compressed Air Breathing Apparatus Set confirming to EN137:2006 Type 2, with 6.8 liters/300 Bar Aluminum lined fully wrapped carbon composite material Compressed Air Cylinders approved to EN 12245 & CE marked, as per following specifications. 1. General requirement: The set shall be self-contained open circuit type compressed air breathing apparatus set fully confirming to EN 137: 2006 Type 2 or its latest version. All components of the SCBA shall be arranged to minimize interference when maneuvering in confined spaces and when passing through small openings. Components of the SCBA shall be easily removable for routine service and maintenance. a) The breathing apparatus should accept a range of compressed air cylinders b) The BA set shall contain air cylinder, back plate, facemask, lung demand regulator, pressure reducing valve, Pressure Gauges, hoses, carrying case, etc. c) The minimum duration of use of the set shall not be less than 45 minutes. d) The set shall be sufficiently robust to with stand the rough use at the time of an emergency call. e) The design of the set shall be such that there is no protruding parts or sharp edges likely to be caught on projections in narrow passages. f) The finish of the set shall be such that any part, which is likely to come in contact with the wearer shall be free from sharp edges and shall meet the demands of the Professional Fire Service. g) Original equipment manufacturer [OEM] name and CE/EN marking shall be visible, readable and indelible. 2. Ergonomics: The ergonomics of the set, when fitted with ancillary equipment should be so designed that it is spread over the frame of the human skeleton, and not to cause physical damage to the wearer and is comfortable. The set shall be so designed that the wearer can don and don-off the set quickly and easily without assistance. 3. Mass: The weight of the ready to use set with facemask and fully charged compressed air cylinder should be as low as possible without losing its integrity. 4. Back Plate with Body Harness: a) The back plate shall be a one piece, anti-static composite construction with orthopedic design so as to evenly distribute the weight of the SCBA over the user’s lumbar region, hips and shoulders. b) The back plate shall allow air circulation between the cylinder and the wearers back. c) A waist pad shall be used that can be easily replaced yet afford additional comfort at the wearers waist. d) The shoulder and waist padding must be constructed from a high abrasion resistant, high puncture resistant, light weight, water resistant compression. The shoulder and waist padding shall be chemical resistant and fire retardant to comply with EN137 type 2. e) The harness webbing shall be constructed of a strong, hard wearing type material. The webbing must be inherently flame retardant so that cleaning processes will not remove the inherent flame retardant properties. f) The shoulder pads shall be designed with an ergonomic body contoured comfort style to maintain shape when worn, providing comfort and freedom of movement, wide for optimal support. Shoulder and waist belt harnessing shall be independently adjustable. g) Shoulder and waist adjustment friction buckles shall be of Flame Retardant polyamide construction. h) Each shoulder and waist harness padding must be easily detached from the back plate. This will allow for easy cleaning and disinfection of the harness if required without the use of tools. i) A cam-lock mechanism shall be used to secure the cylinder strap in place to ensure simple and secure operation. j) The cylinder strap shall accommodate a complete range of sizes of cylinders without the use of tools. The cylinder strap will be manufactured in a rubber material giving additional security to the cylinder position by means of friction. k) The pneumatic system shall be easy to detach from the back plate and harness. l) Hoses shall be routed in hose channels inside the back plate to eliminate snag potential. Hoses shall be attached to the harness via hose clips. These clips shall not allow easy removal of hose during operational use. 5. Facemask: a) Positive pressure full facemask assembly shall be big facial counter with double reflex seal, speech diaphragm, inner mask (nose cup), visor, five finger head band, made of best quality material like Neoprene / Silicon having flame resistance requirement meeting to EN 136 Class-3. It shall contain CE/EN marking, manufacturer name/symbol, etc. b) The facemask shall utilize two independent sealing edges, providing three sealing rings. Should there be leakage in the outer sealing ring area, there are two additional sealing rings to maintain a seal. c) The facemask shall adapt to all facial contours and provided excellent fit factors. d) The facemask body shall have a large chin support to locate and support the chin and provide an excellent seal e) With the LDV removed and the facemask donned, the wearer shall be able to breathe freely. f) The head harness shall be ribbed in area of buckle contact to prevent inadvertent slippage or loosening and shall be easily removable. g) The facemask shall have a nose cup fitted as standard that reduces CO2 to an average value of less than 1% by volume. The nose cup shall be easily removed or replaced without the use of tools, for ease of cleaning and disinfecting. h) The facemask visor shall be of multi curvature and shall have heat, scratch & impact resistance property. The effective field of vision shall be a minimum of 96%. The visor frame shall be held together by two screws and two nuts for quick and easy replacement of visor. i) The facemask shall feature a plug in connection for the demand valve. A speech diaphragm shall be mounted at the front of the mask to offer unimpeded speech transmission and shall include a low resistance positive pressure exhalation valve that allows for normal breathing with no extra effort. j) The speech diaphragm shall be protected from damage. In the case of leakage in the area of the speech diaphragm, the mask shall maintain positive pressure k) The mask shall be designed with separate inspiratory and expiratory paths to minimize the risk of cross contamination of second stage regulators l) The facemask shall adapt to all facial contours and provided excellent fit factors. m) The facemask shall be designed so that air from the cylinder passes over the facemask visor prior to inhalation to prevent fogging on the inside of the visor. 6. Compressed Air cylinder: a) The cylinder shall be aluminum lined, fully wrapped carbon composite material and basically approved to EN 12245 & CE marked. b) The weight of the cylinder when fully charged shall not be more than 6.8Kg. The carbon composite material air cylinder shall have a minimum water capacity of 6.8 liters and free air capacity of min. 1800 liters when filled at a pressure of 300 bar. c) The test pressure shall be 1.5 times the working pressure. It shall contain OEM name and CE marked on it. The design life of Cylinder should be of minimum 15 years & the same must be PESO Approved (Petroleum and Explosives Safety Organization) d) The cylinder shall be supplied with valve made from nickel plated brass and shall comply with EN 144 & CCE approved. e) The cylinder should be manufactured within one year from the date of issue of PO and cylinder manufactured more than one year older from the date of issue of the purchase order shall not be acceptable. f) Valve hand wheel shall be suitably located with safety locking system such that it cannot be closed inadvertently during the use and can be turned on using one hand. Cylinder Valve shall be equipped with excess flow valve. 7. Full Automatic First Stage Pressure Reducer: a) The first stage pressure reducer shall be mounted in a protected position on the rear, lower portion of the back plate via simple secure screw connection for easy fitting and removal of the pressure reducer assembly from the back plate. The first stage reducer should be available with a standard DIN G 5/8-cylinder valve thread connection. b) The failure mode of the first stage reducer shall be such that the reducer fails safe and always delivers air to the user. c) The pressure reducer shall be of a fail-safe spring-loaded piston design, with an integral pressure relief valve, consisting of only two moving parts. The reducer shall be completely automatic, low maintenance and require no calibration. The first stage reducer shall consist of a balanced piston assembly. d) The reducer shall have flow characteristics that exceed 1000 liters/min and be protected by a pressure relief valve that operates between 11.5 and 13.5 bar. The reducer shall be capable of reducing the pressure at first stage to minimum 7.5 bar and designed to function with either 200 or 300 bar cylinders. e) The cylinder connector shall accept both 200 and 300 bar cylinders and shall be joined to the reducer using a protected, flexible, hose that connects to the reducer using a U clip and O ring connection that requires no orientation for fitting. 8. Lung Demand Valve: a) The SCBA shall utilize a mask mounted LDV. The regulator shall be capable of being reset to the donning mode while connected to the SCBA to allow the user to keep the mask in a ready position at all times. b) The Lung Demand Valve (LDV) should be of the balanced type, offering second stage pressure reduction by means of a spring-loaded piston to achieve a smooth and stable supply of air to the facemask. The use of small diameter internal bores should be avoided to reduce the risk of blockages from foreign material and dirt. c) The LDV shall utilize a quick release coupling on the right or left shoulder that enables the LDV to be disconnected from the medium pressure hose. The quick disconnect shall not be capable of being accidentally disconnected. LDV without quick connection shall also be available. d) The LDV should be first breath activated and switch-off should be via a button centrally located for easy location and minimum obscuring of vision from within the facemask visor. e) The LDV should feature a wraparound protective rubber cover. f) The positive pressure demand valve shall provide air, on demand to the wearer, providing peak flow in excess of 500 l/m, while maintaining a static positive pressure of 1 - 5 mbar inside the face mask. 9. Low Pressure Warning Whistle: a) BA set shall be provided with low pressure warning whistle, which shall operate automatically, when cylinder pressure drops to a predetermined pressure (i.e. air in the cylinder is left for around 10 minutes@ 40 liters/minute). b) The warning sound should stop only when the air in the cylinder is completely used up. c) Warning whistle should generate minimum 90dB (A) intensity sound. 10. Pressure Gauge: a) The unit shall feature a 300 bar pressure gauge to monitor cylinder pressure at the input of the first stage reducer. It shall feature a luminous dial, indicating 0-350 bar. b) The gauge shall be shoulder strap mounted and capable of being pulled close up to the facemask for use in poor visibility. 11. Hoses: a) All the hoses used in the set shall be flexible and non-kinking type and shall not restrict the free movement. b) The design of the hose shall be such that it shall not restrict or close the supply at any time and shall not collapse. c) The hose should be hydro tested at twice the operating pressure. Test report of the same shall be sent along with the supply. OEM name shall be marked on the hoses. 12. Carrying case: A FRP material make strong hand held carrying case to store complete assembled BA set should be provided with each set. It should be designed in such a way that all the parts of the assembled set could be placed in its proper/safe position. It should have locking arrangement and OEM marking on it. Words “BREATHING APPARATUS” shall be written on front of the carrying case. Total Quantity : 1
