Bids Are Invited For Custom Bid for Services - PREPARATORY OPERATIONS OF Edu - 1 SCOPE OF WORK: To carry out the following works at BDL premises. 1) Separation and Bunching of Wires. 2) Knotting of EDU-PCB to bundle cable. 3) Thermal Stripping of Wires. 4) Twisting of Wires. 5) Tinning of Wires. 6) Cut length to size. 7) Cleaning of soldering points. 8) Other related soldering work. Note: - All the input Materials will be provided by BDL. 2.1 COMMON TERMS and CONDITIONS: 2.1. Job requirement / Qualification: 2.1.1. All Operators should be semi - skilled / skilled/qualified/certified by authorized Agencies as per the nature of work. 2.1.2. Interchangeability of working personnel, with multi skilled personnel is permitted. 2.1.3. Intermediate / Stage inspection during the assembly operations is in the scope of the contractor with the qualified personnel as per the requirement. 2.1.4. Deputed personnel who are supposed to handle the activity with igniters/ explosives Will be trained by BDL and certified for the same. Such persons only will be allowed to carry out the activities for the specific job. 2.1.5. Safety instructions list contemplated and issued by the designed will be briefed to the deputed personnel - periodically. 2.2 QUALITY ASSURANCE: 2.2.1. One production and one quality - control BDL officer will monitor the production and quality activities 2.2.2. The quality of the assembly / service made will be qualified as per the quality plan prescribed in the process sheet/ established process or as per the Technological certificate parameters 2.3 LEGAL AND STATUTORY 2.3.1. The Contractor shall submit labour license under contract labour (Regulations and abolition) Act, 1970 and shall comply with the rules and regulations made there under, a subsequent changes. 2.3.2. Contractor shall pay the wages and other allowances to his employees in accordance with the existing laws i.e, MINIMUM WAGES ACT and leave wages in lieu of section 79 of Factories Act 1948 at the rate of S%(Based on minimum wages paid) etc. and the Statutory obligations amended from time to time. The contractor is responsible to submit such documents every month along with bill, without which bill shall not be processed for payment. 2.3.3. Labour License: The contractor shall obtain labour license from competent authority (Central Government) within thirty days of issue of acceptance and submit to the officer in Charge. The cost of obtaining license i.e., license fee etc. shall be borne by the Contractor. However Contractor shall not generally start work without obtaining valid labour license unless otherwise ordered by. The Contractor shall also submit an indemnity bond executed on stamp paper 100/- indemnifying BDL against all the statutory requirement of the labour department. 2.3.4. The CONTRACTOR shall get himself registered with the concerned authorities as provided under various applicable acts and shall be directly responsible to such authorities for compliance with the provisions thereof. 2.3.5. By way of illustrations of various Acts as stated from time to time, the following Acts as amended from time to time shall be complied by the CONTRACTOR. i) Employees Provident Fund Act, 1952. ii) Contract Labour (Regulations and Abolition) Act, 1970. iii) Minimum Wages Act, 1948. iV) Payment of Wages Act ,1936. V) Employee Compensation Act,1923. Vi) Factories Act.1948 Vii) Maternity Benefit Act, 1961. Viii) Employees State insurance Act, 1948. iX) Payment of bonus Act, 1965. 2.3.6. No Employer-Employee relationship exists between BDL and personnel deputed by the Contractors firm. He shall not have any right to claim any benefit/compensation/absorption/regularization of service with BDL, under any labour laws. . 2.3.7. The personnel, whose services are spared for BDL is employee of Contractors firm for intents and purposes. 2.3.8. No additional facility /benefit other than specified in contract will be extended to the Contractors firm for intents and purposes. 2.3.9. The Contractor has to pay wages/allowances with regard to hours of work ,rest interim spread over extra hours, weekly holidays etc. strictly adhering to the provisions of Factories Act 1948. The Contractor has to comply with ESl, PF rules and other statutory provisions, regulations. The Contractor should take insurance policy covering liability under Employees Compensation Act, 1923 who are not covered as per provisions of Employees State insurance Act, 1948. The Policy should be taken within 15 days from the date of signing of the Agreement and should be renewed regularly if required. 2.3.10. The management shall not be held responsible under any circumstances for any compensation arising out of any injury , accident or death of any persons deputed by the contractor . The contractor shall indemnify BDL from all the liabilities whatsoever under the Employee compensation Act 1923 , if any injury suffered by the workmen employed by the contractor resulting in death of his workmen. 2.3.11.The contractor shall maintain all statutory registers shall submit the return to concerned authority as per applicable and other records as may be required from time to time and make them available for inspection as and when demanded , failing which suitable action will be taken which may result in penalty or termination of the contract with out any notice . ln such circumstances of termination there will be no claim from the contractor. 2.3.12.|n case of any dispute arising between the Management and the contactor with regard to the implementation/ administration interpretation of any clauses in the terms and conditions of this agreement , the decision of the Unit Head of BDL, Bhanur unit shall be final. 2.3.13.The contractors establishment shall be subjected to inspection, investigations etc by BDL for ensuring proper and faithful compliance of the provisions under the Agreement by the CONTACTOR with regard to the implementation of labour laws and matter stated. 2.3.14. The CONTRACTOR shall take adequate precaution and to his best endeavors to prevent any riots or any unlawful behavior by or amongst his workmen and/or others employed by him for the preservations of peace and protection of the inhabitants and security of property at or in the neighborhood of site. 2.4 SAFETY: 2.4.1- Deputed Personnel shall wear the PPE like Goggles, Gloves, Aprons, Helmets, Anti-static foot-wears, Earthing wristbands etc. before commencement of the operation. 2.4.2. Contractor should provide Safety shoes, anti-static footwear, brushes; rubber gloves, Aprons, detergent etc to deputed personnel at regular intervals for handling day to day works efficiently. 2.4.3. While working in the site, Deputed personnel should follow all safety precautions and BDL security rules without causing any hindrances in the working area. The Contractor has to ensure all safety precautions and is responsible for any direct or indirect accidents to the Personnel. 2.5 SECURITY 2.5.1 Photo identity cards to be obtained from BDL-CISF for the persons attending the work under contract agreement. The Contractor shall provide police verification along with other documents of the persons engaged by him for security clearance and issue of entry/photo pass. 2.5.2 Usage 0f Mobile phones, photography and consumption of alcohol/ Tobacco products in the plant area is strictly prohibited. 2.6 PAYMENT AND COMMERCIAL TERMS. 2.6.1 Based up on QC clearance certification of officer incharge of concerned division, service entry has to be made in SAP /GR to be made against SO. 2.6.2 Payment will be made through GeM 2.6.3 Taxes if any are to be quoted separately indicating the nature of tax and rate of tax. 2.6.4 Additional payments if any as per the statutory requirement are to be quoted separately and proof of payment to be submitted for reimbursement. 2.6.5 All statutory taxes are payable by the contractor , will be treated as inclusive in the quoted price, if the same are not quoted separately. 2.6.6 Contractor as employer to the deputed personnel must pay applicable minimum wages as fixed by the appropriate Government from time to time. 2.6.7 Any increase in the minimum wages of labour by state/ central legislature during the period of contract shall be reimbursed on submission of the proof of payment. 2.7 GENERAL TERMS: 2.7.1 Government Owned, Company/firm (GOCO) facilitates are owned or leased by BDL, but managed by third party company/ firm. GOCO Company/ Firm operates the GOCO facility operates with in BDL-Owned facility. GOCO Company /Firm do not represent the BDL The GOCO is run by a Company/Firm that ultimately delivers to BDL the products and services in its scope of work. 2.7.2 Contractor shall have valid vendor code. 2.7.3 Contractor shall have GST Registration Number ( supporting document to be enclosed) if the contractor is not required to go for GST Registration number - declaration has to be submitted in this regard. 2.7.4 The working hours for the contractor personnel will be during the BDL working hours viz 08:00 Hrs to 16.45 Hrs on any working day except for Sunday / BDL Holidays. 2.7.5 ln case of urgency, the support is to be extended beyond working hours as well as on Sundays and Holidays - whenever required. 2.7.6 All consumables will be provided by BDL. 2.7.7 Day to day activities should be taken up as per the Shop in-charge instructions. 2.7.8 ln case of unsatisfactory performance of the Deputed Person, suitable replacement shall be arranged by Contractor immediately. 2.7.9 Deployed personnel should be able to understand the local language and should be able to work on instructions of Officer -incharge. 2.7.10 Transportation and accommodation to the deputed personnel is in the Vendors scope. 2.7.11 ln case of any damage or loss to the companys property due to negligence of his personnel, the Contractor there of shall make the loss good 2.7.12 The contractor is required to give identity card through out the contract period to his/her staff. 2.7.13 The contractor should note that this contract is nontransferable. 2.7.14 The premises of the company shall be used by the contractor only for the contract of the company and does not create or vest any right or status to the contractor of his personnel to use the premise for any other purpose. 2.7.15 The contractor and all their personnel shall abide Indian Official Secrets Act. in vague and shall provide information of awareness of the above in writing. 2.7.16 BDL reserves right to cancel the contract for non performance / unsatisfactory works. 2.7.17 Any other term not specifically mentioned as above shall be as per the Service Order/Contract. 3 DELIVERY: As and when required by BDL. 4 OPTION CLAUSE: The purchaser reserves the right to increase or decrease the quantity to be ordered up to 50 percent of bid quantity at the time of placement of contract. The purchaser also reserves the right to increase the ordered quantity by up to 50% of contracted quantity during the currency of the contract at the contracted rates. Bidders are bound to accept the orders accordingly. 5 ELIGIBILITY CRITERIA: Bidder has to upload the eligibility certificate in GEM portal while participating in bid which is issued by BDL. This certificate shall be used for only this bid purpose. Other bidders who do not upload eligibility certificate will not be considered. Total Quantity :
