Granulated slag shifting from SGP to designated dumping yard. Average of 1900 MT/day. Max of 2200 MT/day. 2. Re-arranging and heaping of slag at Corex site area. If dumping space available storage at SGP yard to be avoided. 3. Spillage slag during transit on road to be cleaned regularly on day-to-day basis as per spillage on road. 4. Cleaning and disposal of carry over (granulated) slag from Settling Pond <(>&<)> clarifier ponds. 5. Dry pit cleaning and dry pit slag shifting to the designated dumping yard as and when required. Presently 12% dry slag being generated on and average. In case SGP breakdown dry pit will be operated for 1-2 taps continuously. Vender should have sufficient equipment’s and manpower to manage such scenarios. 6. Cleaning of Hot Metal and slag from dry pits during emergency. 7. Shifting other solid waste like DRS dust, cast house zero-meter area dust or solid waste, cast house dedusting dust <(>&<)> debris also in the scope of solid waste disposal. Certification will be done based on no. of trips. 8. One supervisor in each shift shall be deputed for managing equipment operation, maintenance, and coordination with Corex operation. You shall carry out the subject work as per the requirements and instructions by our user dept and signing of loading slip of secondary sales vehicle from AMNS engineer. 9. Direct loading of G-slag from discharge chute to dumper is prohibited. It should remove the moisture by aside to slag and after 2 to 3hrs load in dumper. 10. Removal, loading, transportation of granulated slag and dry pit slag to specified yard, heaping of received slag to make way for incoming slag, cleaning of spillage slag. 11. The lead between loading and unloading point for granulated slag shall be approx. 19 Kms at (both ways). 12. You shall ensure that generation point slag heap is always kept at minimum height and should not touch the generation hood. 13. The carryover granulated slag generated from ponds has to be shifted to dumping yard. Due to unavoidable circumstances sometimes, metal will be dumped into the dry pits. During this time, material shall be unloaded at specified yard as per user dept instructions. 14. Replacement of any man and machinery should be allowed only after prior intimation to the concerned department personals. 16. Fuel, accessories, spares, consumables and maintenance of your fleet shall be in your scope. 17. Storage for keeping spares and consumables shall be in your scope. You are advised to store all critical spares/ consumables to ensure continuous availability of your equipment’s. 18. You shall ensure that there should not be any spillage during transit and if any spillage takes place on the road the same shall be cleaned by you on a day-to-day basis. Otherwise, a suitable penalty will be imposed on you. 19. In case your services are found unsatisfactory or unacceptable, or on your failure to complete the assignments within the time stipulated by user dept. Company reserves the right to deduct the suitable amount as penalty as deemed reasonable from the amount payable to you in addition to the revocation of the contract without notice as its discretion. 20. During any emergency conditions the company reserves the right to deploy additional equipment’s to take care of the subject job. However, the penalty shall also be levied as per actual expenses claimed by other supplier +25% extra as penalty, in case of non-availability of equipment and also non completion of work in the stipulated time. 21. You should provide equipment’s to the user dept. on 24 hours availability basis with operators. Replacement of breakdown equipment’s shall be done without affecting the scope of the work. Otherwise, a suitable penalty will be imposed on you. 22. Cleaning of dry slag from the pits must be done within the stipulated time after cast house changeover by suitable equipment like excavator as per instructions and requirements by Corex department. Otherwise, a suitable penalty will be imposed on you. 23. Loading equipment’s for other solid waste like DRS dust, cast house zero-meter area dust or solid waste, cast house dedusting dust <(>&<)> debris also to be provided as per the requirement. 24. In case Slag granulation system breakdown or maintenance slag will be diverted to dry pit. To manage dry pit during that time is challenging, additional excavator breaker is also required. 25. In case of furnace problem, we need to take Hot metal in dry pit for sometimes. Volvo breakers may be required for removing solidified metal jam from dry pit. 26. Need to maintain and safe drainage system of SGP. 27. Based on requirement need to weighment of loaded vehicle whenever ask by area in-charge for verification. 28. Equipment and manpower safety will be in vendor scope. 29. Entire SGP area housekeeping is to be taken care by vendor. WEIGHT ASSESSMENT: · Loading <(>&<)> Shifting of Slag The weight required for the billing purpose shall be technically assessed and cross verified by our Corex department, based on the slag production report generated by our technical control group from the raw material charged to the furnace. If once the weighting system started Billing will proceed as per actual weighment. · Loading of Slag: Bill quantity certified as per Secondary Sales weighments. · The actual quantity may vary every month depending on the domestic sales. The contractor must ensure a proper evacuation plan from the source based on actual condition. However, for planning purposes a monthly forecast will be given by the Secondary sales department. · List of equipment based on previous experience. Manpower Should be Competent as Per Competency Matrix as Per Latest MSA of AMNS. 16. Equipment manufacturing year must be 2018 or later (Equipment of manufacturing year before 2018 will not be allowed) and it should be in good working condition. Any decision regarding acceptance of equipment of YOM earlier than 2018 will be taken by AMNS only in exceptional cases. 17. Equipment should be ready to deploy / make operational at our site by 1st Jan 2025. However, the exact date of mobilization would be communicated 7 days in advance. Registration under the Contract Labour (Regulation <(>&<)> Abolition) Act, 1970: Ensure that the vendor is registered under this Act, as it governs the employment of contract labor in certain establishments. b. Payment of Wages Act, 1936 Compliance: The vendor must comply with the Payment of Wages Act, ensuring timely and complete payment to workers without unauthorized deductions. c. Employees’ Provident Fund (EPF) and Miscellaneous Provisions Act, 1952: Ensure that all eligible workers are covered under EPF, and contributions are made regularly. 27.Compliance with Environmental Regulations: d. Adherence to the Environmental Protection Act, 1986: The vendor must ensure compliance with all relevant environmental regulations, including waste management, air and water pollution controls. e. Hazardous Waste Management: Specific compliance with the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, should be enforced, particularly regarding the handling, transportation, and disposal of slag and other industrial waste. 28.Health and Safety Regulations: f. Factories Act, 1948 Compliance: The vendor must comply with all provisions under the Factories Act, including provisions related to worker safety, health, and welfare, especially in hazardous environments. g. Mandatory Safety Audits: Periodic safety audits conducted by accredited agencies should be mandated to ensure ongoing compliance with safety standards. 29.Insurance and Liability: h. Employees’ State Insurance Act, 1948: The vendor must ensure that all workers are covered under the ESI Act, providing medical and cash benefits in case of sickness, maternity, and employment injury. i. Public Liability Insurance Act, 1991: Ensure that the vendor has adequate public liability insurance to cover any potential claims arising from accidents or environmental damage during operations. 30.Vehicle and Equipment Compliance: j. Motor Vehicles Act, 1988 Compliance: All vehicles used by the vendor must adhere to the latest provisions of the Motor Vehicles Act, including insurance, fitness certification, pollution control, and registration requirements. k. Periodic Vehicle Fitness Certification: In addition to regular inspections, it should be mandatory for all vehicles to undergo fitness certification by an authorized RTO, as per the Motor Vehicles Act. l. Installation of Speed Governors: For heavy vehicles, ensure that speed governors are installed and maintained as per the Central Motor Vehicles Rules, 1989. 31.Compliance with Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 (if applicable): m. Non-Compliance with RTO and Motor Vehicle Laws: If any vehicle is found operating without valid RTO documentation, fitness certification, or pollution control certificate, a penalty of INR 50,000 per vehicle will be imposed. Adherence to the Environmental Protection Act, 1986: The vendor must ensure compliance with all relevant environmental regulations, including waste management, air and water pollution controls. e. Hazardous Waste Management: Specific compliance with the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, should be enforced, particularly regarding the handling, transportation, and disposal of slag and other industrial waste. 28.Health and Safety Regulations: f. Factories Act, 1948 Compliance: The vendor must comply with all provisions under the Factories Act, including provisions related to worker safety, health, and welfare, especially in hazardous environments. g. Mandatory Safety Audits: Periodic safety audits conducted by accredited agencies should be mandated to ensure ongoing compliance with safety standards. 29.Insurance and Liability: h. Employees’ State Insurance Act, 1948: The vendor must ensure that all workers are covered under the ESI Act, providing medical and cash benefits in case of sickness, maternity, and employment injury. i. Public Liability Insurance Act, 1991: Ensure that the vendor has adequate public liability insurance to cover any potential claims arising from accidents or environmental damage during operations. 30.Vehicle and Equipment Compliance: j. Motor Vehicles Act, 1988 Compliance: All vehicles used by the vendor must adhere to the latest provisions of the Motor Vehicles Act, including insurance, fitness certification, pollution control, and registration requirements. k. Periodic Vehicle Fitness Certification: In addition to regular inspections, it should be mandatory for all vehicles to undergo fitness certification by an authorized RTO, as per the Motor Vehicles Act. l. D. PENALTY Specific Penalty for nonperformance by vendor and must be cardinally measured. 1. A penalty will be imposed in case of noncompliance with HSE norms <(>&<)> Non-conformity of Work. 2. Delay in dry pit cleaning or dry slag accumulation of more than 2000 tons. 3. More than 2 incidents of Slag chute jam per month or granulated slag accumulation of more than 4000 tons 4. Violation of any safety norms will be penalized to the contractor. 5. Sleeping case of associates with penalty of minimum amount decided by PHSE if same case repeated the associates will be Suspended or terminated by Furnace in charges/Operation Head/HOD. 6. Misbehavior of Contractor associate with area Engineers/manager will be Penalized/ Suspended or terminated by Furnace in charges/Operation Head/HOD. 7. Violation of Company Traffic Rules will be penalized. 8. As per Management Directive, transport / movement of associates to <(>&<)> fro for Plant should be mandatorily in 4 Wheelers and Buses. Bicycles and Two wheelers are strictly not allowed. 9. Penalties for Statutory Non-Compliance: a. Non-Compliance with Labor Laws: For any instance of non-compliance with labor laws (e.g., non-payment of wages, violation of working hour limits), a penalty equal to the number of unpaid wages plus a 50% surcharge will be imposed. Repeated offenses may lead to contract termination. b. Failure to Comply with Provident Fund/ESI Regulations: If the vendor fails to make timely contributions to EPF or ESI, a penalty of 2% of the total contract value per incident will be imposed, and the company reserves the right to withhold payments until compliance is achieved. c. Violation of Environmental Regulations: Any breach of environmental regulations, such as improper disposal of slag or failure to comply with pollution control norms, will result in a penalty of INR 1,00,000 per incident, with repeated violations leading to contract termination. 10. Penalties for Vehicle and Equipment Non-Compliance: a. Non-Compliance with RTO and Motor Vehicle Laws: If any vehicle is found operating without valid RTO documentation, fitness certification, or pollution control certificate, a penalty of INR 50,000 per vehicle will be imposed. Additionally, the vendor must rectify the issue within 24 hours, failing which further penalties will be applied. b. Failure to Maintain Equipment Standards: If equipment is found to be non-compliant with safety standards or in poor condition, a penalty of INR 20,000 per piece of equipment will be imposed, and the equipment must be replaced within 48 hours to avoid further penalties. 11. Failure to Submit Required Documentation: A penalty of INR 5,000 per day will be imposed for each day that required statutory, safety, or operational documentation (e.g., vehicle checklists, compliance reports) is delayed or incomplete. b. False or Misleading Documentation: If the vendor is found to have submitted false or misleading documentation, a penalty of INR 50,000 will be imposed per incident, with possible legal action and contract termination for severe cases.
