Bids Are Invited For Custom Bid for Services - Welding of Jobs in Steam Turbine Assembly Division Block 6 Bhel Bhopal - DETAILED SCOPE OF WORK  Scope of work : The contractor shall be responsible for fabrication of jobs as per drawing provided by BHEL at Steam turbine Manufacturing Division (STM) Block-6 of jobs includes following activities:  Study of Drawings: BHEL will provide drawings of jobs to be fabricated/ Welded. Contractor shall study the drawings and prepare sub assembly drawings, as required.  Receipt of Material: Cutting of raw material shall be done by BHEL. However, small components which can be cut by flame Cutting torches shall be done by contractor. Cut to size materials shall be received by contractor from BHEL Shop In-charge. Grinding/dressing/cleaning of flame cut components, maintaining dimensions as per drawing, if required shall be responsibility of contractor. All Bought Items shall be provided by BHEL.  Preparation of material: All material preparation works e.g .Chamfering, grinding etc. except rolling/bending shall be done by contractor. Rolling/bending shall be in BHEL’s Scope.  Assembly: Assembly of all prepared components as per drawing shall be done by STM Department. The fitting, marking and tacking of components as per drawing shall be done by STM Department. All assemblies shall be fabricated to our drawings and notes thereon. All stiffeners tack /weld during assembly to control the distortion.  Welding: Welding of all joints as per drawing shall be done by contractor. All welding shall be performed as per approved WPS provided by BHEL by qualified welders only. Contractor shall carryout the welding in such a manner that no distortion takes place. Due care shall be taken to control the distortion by suitably clamping the assembly during welding. The arcing on parent material and machined faces should be avoided strictly.  Dressing: Strict measures of quality control should be maintained throughout the work. The job should be free from spatters and undercuts. All dressing and cleaning shall have to be done to the satisfaction of Engineer Incharge/BHEL-QC.  The allotment of job shall be done by BHEL and contractor has no choice to select the job.  Raw material, electricity, gases available with BHEL shall be provided by BHEL free of cost. Contractor shall maintain records of the material and consumables issued by BHEL.  Suitable machines / equipment’s such as welding machines, grinding machines, Small portable drilling machines and their drill bits, Gas cutting machines, Gas cutting torches along with all their accessories and all other tools and tackles required for execution of job shall be provided by BHEL.  Consumables like welding electrodes, grinding wheels, MIG wires etc. shall be provide by BHEL. The electrodes and MIG wires shall be used as per drawing and WPS provided by BHEL.  Welding accessories like holder, cable, hand screen, helmet, Chipping hammer, plain and colour glass, hand gloves, leg guard etc. are to be arranged by the supplier.  Contractor may be required to work in 3 – Shifts, Sundays and holidays also. Contractor shall appoint supervisors for all Shifts for co-ordination with BHEL. Contractor to arrange adequate work force of experienced welders who should have good knowledge of reading BHEL Drawings and execute the job as per requirement of BHEL.  Crain shall be provided by BHEL; however, the assistance in operation of the same shall be the responsibility of contractor. In contingency, in order to meet the job requirement, any additional resources, if required shall be arranged by the contractor.  Inspection at quality control stages during fabrication shall be done by BHEL - QC and proper record by Contractor shall be maintained. NDT (RT/UT/DPT) shall be carried out as per drawing requirement/QAP by BHEL. Re-work to be done, if required by BHEL QC without any charge.  Inspection / clearance of fabricated assemblies by BHEL QC shall be Contractor’s responsibility. Fabricated assemblies should not fail in post weld heat treatment and final testing as mentioned in drawing/QAP. Contractor shall start the work within 7 days from date of order placed.  BHEL try to maintain the work flow on regular basis. However, BHEL shall not bind to provide work regularly. If any time it is noticed the party has stopped the work or not deploying adequate work-force, BHEL may get the balance work done through other contractor on risk & cost.  If any rectification in weld is made in account of visual appearance or does not meet NDT requirements, contractor has to do the repair. If the repair is caused by the negligence or not followed the welding procedure, the cost of consumable for the repair shall be recovered from contractor.  Complete NDT shall be carried out by BHEL (including approved personnel & M/Cs) the contractor will only Coordinate NDT work with BHEL QC, NDT, and provide necessary assistance in carrying out NDT.  To keep fabrication areas clean by doing complete housekeeping daily in all shifts. This responsibility will be totally of the contractor & failure in same will entail suitable action against him.  Contractor must deploy manpower as per shop requirement. In case of failure to deploy required manpower suitable action shall be taken and suitable deduction also will be made from bills. Fitters who have experienced and Welders who are qualified by BHEL to ASME Section IX are to be engaged on this work. BHEL may ask them for retest or remove from the job if quality norm does not fulfill.  Contractor shall be responsible for loss of tools, instruments & as deemed fit recovery for loss/damage shall be made from contractor’s bill.  To avoid distortion job should be strongly braced and weld sequence to be followed to avert. / prevent distortion.  The contractor will be solely responsible for timely execution and completion of work. Contractor may depute his own supervisor for necessary supervision & monitoring. Once the work is begun, it should continue until its completion. On urgent jobs, work shall also be continued on Sundays & Holidays with prior permission from CISF.  Contractor to provide safety appliance (personnel protection equipment) compulsory to their labor.  Work shall be measured in terms Tech. Hrs. Billing will be done in accordance with stage wise completion of job as per the work completed by welder and certified by section-in charge as per Technological Hours. Final bill shall be released after complete welding completion and due clearance by BHEL-QC. After completion of weld & NDT job to be proof marked to ensure the adequate machining allowance. If job is distorted during, welding rectification shall be in the scope of contractor.  Any defect found due to negligence of contractor cost of consumables & overhead charges will be deducted charges will be deducted from suppliers bill.  BHEL may go for work order Diversion to next lowest supplier, wherever the vendor fails to meet the commitments three times in a row or total five commitments for milestones identified for different types of supply conditions. Supplier’s has to fill the PDC’s against each milestone within 5 days of work order issue, if supplier fails to give the PDC’s within the stipulated time, this shall be treated as failure to execute the order. De-listing of supplier shall be done, from the PMD for all categories of material.  In case any contractor has sufficient work load and he is unable to take further work, than required work may be given to other contractor for completing the work in scheduled time.  In the first month of the work order the contractor shall provide uniform, shoes & helmet to workers and provide an undertaking on this regard to the deptt. HOD shall endorse the undertaking. In case of non-compliance beyond 2nd month the contractor shall be issued notice of termination of the contract.  Contractor shall neither try to influence, chase or interference in to the working of BHEL officials nor engage BHEL employee or any other third person for the same. In case such incident does occur, this may lead to disqualification/ debarring of the contract.  Major Jobs planned for welding work in STM include following :  MSR Tube Bundles  Discharge valves (WTM Job Made in STM) – Dia 3400 and Dia 2300  Runner assembly  Guide apparatus  MS and HRH Strainer  Outer casing assembly 800 MW  RE Joint Type Test Above jobs, include direct welding or welding in support activity.
