Bids Are Invited For Custom Bid for Services - Biennial combined contract of Emdtownship For Various Maintenance Works At Tstps - 10.0: Biennial Round the Clock O&M of Electrical Installations and DG sets of at Township of TSTPS (PTS, TTS &ST-II). SCOPE OF WORK 1. BOQ no.10.10 : Attending the faults of all nature I. It includes the electrical defects which are not covered under other items of BOQ. II. Attending complaints of all nature of non-performance and poor performance of electrical installation residential and public buildings and repairing the faults as per norms up to the satisfaction of Engineer-in-charge. III. It includes the electrical defect in residential buildings, Public buildings, Guesthouses etc in NTPC Township i.e. PTS, TTS and St-II Township. IV. Replacement/repair of all components of main DB and MCB DB is included in the scope of Work. Internal wiring of the boards are also included in the scope of work. V. However temporary wiring/part wiring if required for effecting restoration of power Supply in case of no power complain either in full or part shall also be included in the Scope of work. VI. It includes attending the faults & changing of Switches, sockets, MCBs, fuses, call bells, tube light fittings, other light fittings, changing of capacitor in ceiling/exhaust fan and replacement of new/repaired ceiling/exhaust fans in place of non-working fans and changing of fan regulator in place of old regulator. The scope includes carriage of good fan from maintenance store to residential / public buildings to maintenance store. The defective fans shall be stored and packed in the store as and when required. VII. Replacement of lamps and tubes as directed by Engineer-in-charge as & when required is included in this scope. Replacement & distribution of tube-lights against employee quota is also included in this item. VIII. Attending faults of all types of non-performance or poor performance of HT & LT over head lines of temporary township/permanent township (Stage I & II) and 11 KV lines to temporary township from plant including jumpering up to transformer bushing terminal, replacement of GOAB switches, fuses, insulators of all types inside TTS, PTS & ST-II Township of TSTPS, restringing etc. except stay re-erection and pole re-erection included in the scope. The scope also includes safe de-energization and temporary earthing of the system before carrying out maintenance work & re-commissioning after completion of the work. Attending the fault of immediate break down of power distribution system of 11 KV and 0.415 KV are included in this item. Detecting the fault in 11KV overhead system or underground cabling system are covered under this item. Repairing of sparking point in overhead system, replacement of pin insulator on overhead line shall be carried out through this item. 2 IX. Attending all type of faults of feeder pillar boards, street lighting panel and re-commissioning the panel after repairing/ replacing all types of components are included in the scope. X. Attending faults of different nature of streetlight fitting, JBs and wires connected from pole box to light fitting. The scope of work includes replacement of lamp and all components of fitting including replacements of complete fitting as required. The scope also includes cleaning of light fitting with cleaning agent. All materials will be supplied by NTPC free of cost. XI. Time setting of timer switches of street lighting panels are to be adjusted from time to time, as directed by Engineer-in-charge. XII. Jointing cables of various sizes, without using jointing, kit but with binding wire, PVC tape etc. are included in the scope work. XIII. Attending the faults related to sprinkler systems located at different places in the township shall be carried out through this item. XIV. Temporary power connection and temporary lighting to different agencies and during different occasions as and when required shall be covered in this item. Temporary power connection to a pump through starter is covered under this item. XV. In case of tripping of breaker in Switch gear, the cause of tripping is to be investigated and the system to be normalized. XVI. Replacement of bulb/tube/starter in Public buildings`:-In public buildings the replacement of bulb, fluorescent lamp, tube light, starters etc. shall be carried out through this item. XVII. Internal inspection and maintenance of quarters during re-allotment:-During re-allotment a quarter internal electrification to be inspected, circuit to be repaired if necessary and defective bulbs, tubes, starter, MCB etc. shall be replaced. It is to be carried as per requirement. XVIII. Distribution and replacement of tube lights in residential buildings against quota of eligible Employees shall be monitored and maintained related documents including issuance of tube lights from NTPC store. XIX. Agency has to up-keeping of sub-station area & all switch gear area. Agency has to record that all 21 nos. Sub-station & Switch gear area to be cleaned minimum once in a Month. Manpower may be engaged in other unskilled work like earth excavation, transporting material etc. as per site requirement. 2. BOQ No.10.20: Preventive maintenance of Block DB boards shall be carried out in planned monthly schedule. The total quantity in BOQ shall be covered distributed throughout the year. 3. BOQ No. 10.30: Preventive maintenance of MCB DB boards shall be carried out in planned monthly schedule. The total quantity in BOQ shall be covered distributed throughout the year. 4. BOQ No. 10.40: Preventive maintenance of Feeder pillar boards shall be carried out in planned monthly schedule. The total quantity in BOQ shall be covered distributed throughout the year. 3 5. BOQ No.10.50: Maintenance of four pole systems Preventive maintenance of all electrical systems and connections for these items shall be carried out quarterly basis as per requirement. 6. BOQ No. 10.60: Maintenance of two pole systems: Preventive maintenance of all electrical systems and connections for these items shall be carried out quarterly basis as per requirement. 7. BOQ No.10.70: Changing of Disc insulator in overhead line: In case of failure of disc insulator in overhead line agency has to make necessary arrangement to change the faulty insulator. 8. BOQ No.10.80: Preventive/ Breakdown maintenance of distribution transformer - Maintenance to be carried out on each transformer half yearly and as on when required. Servicing of Distribution transformer after de-energization & necessary earthing of the transformer. The scope includes cleaning of insulators with cleaning agent, tightening of all terminals, changing & drying of silica gel, checking of oil level, topping up of insulating oil if required, attending of oil leakage by tightening/ changing of gaskets, putting M-Seal putty etc. The scope also includes carrying out all required testing like IR value measurement, winding resistance etc. as directed by EIC. All materials & testing instruments will be supplied by NTPC free of cost for this work. 9. BOQ No.10.90 : Preventive / Breakdown maintenance of switch gears -There are in total 30 switch gears of big and small sizes. Preventive maintenance of each switch gear shall be carried out once in a year and as on when required. 10. BOQ No.10.100 : Street light / Area lighting Maintenance- This is to be carried out in occasions. One occasion is to be considered as half a day and two helpers and one electrician are to be deployed for the occasion. All lighting system in PTS, TTS, Stage - II and campus lighting in Public buildings are covered in this item. In a month the system is to be maintained in 25 occasions. Overhead vehicle shall be given by NTPC. 11. BOQ No.10.110: Preventive maintenance of lighting paneI- There are total around 20 lighting panels in Township. Preventive maintenance is to be carried out once in every six month in each panel. 12. BOQ no:10.120 : Cleaning of Street light / Area lighting fittings- There are around 1600 fittings in township. All the fittings shall be cleaned at least once in a year as per schedule and as per requirement. Overhead vehicle shall be given by NTPC. The glass cover of the fitting to be removed and again refixed after thorough cleaning of fitting internal. Minimum ten light fittings are to be cleaned per occasion and one occasion is to be considered as deployment of manpower for half a day. 13. BOQ No.-10.130: Cleaning of light fittings in public buildings- The light fittings in public buildings shall be cleaned in monthly schedule. Fitting covers shall be opened, and all the foreign materials and insects deposited in fittings shall be removed. Deployment of one electrician and one helper for half a day shall be considered as one occasion. Minimum ten fittings are to be cleaned per occasion. 14. BOQ No.10.140 : Replacement of electronic regulator in place of non-working choke or resistance type regulator .The agency has to deploy man power for replacing the regulators. Changing of one regulator in all respect and making the regulator functional shall be considered as one item. 4 15. BOQ No.10.150 : Agency has to deploy one technician and one helper for inspection, cleaning and preventive maintenance of fans in public buildings. It is to be carried out in occasions and one occasion is deployment of manpower for half a day. 16. BOQ No.10.160 : Trimming of tree branches: For protection of overhead lines from tree branches and other foreign materials, the agency has to deploy manpower for trimming the tree branches and removal of other materials. Supervisor shall be present at site and ensure the isolation of lines before starting the job. NTPC overhead maintenance vehicle can be used if required. It is to be carried out twice in a month. One occasion is considered as deployment of manpower for half a day. 17. BOQ No. 10.170: Agency has to deploy contingency HSK man power as and when required by the Dept for round the clock O&M of Electrical installations & DG sets of Township. 18. BOQ No. 10.180: Agency has to deploy contingency Skilled manpower as and when required by the Dept for round the clock O&M of electrical installations & DG sets of Township. 19. BOQ No. 10.190: Agency has to deploy contingency SSK manpower as and when required by the Dept. 20. BOQ No. 10.200: Agency has to deploy contingency unskilled manpower as and when required by the Dept. 21. BOQ No.10.210 : Agency has to deploy one Electrician (Skilled Manpower)to carry out Energy meter readings through MRI/Manually at different public buildings, commercial installation and residential buildings of Township. Details measurement and Data-keeping shall be done by them and furnish to the Dept. 22. BOQ No.10.220 : Agency has to deploy one skilled heavy vehicle licensed Driver for driving and operation of hydraulic access platform mounting maintenance van. However, one helper will assist him during operation of hydraulic system. 23. BOQ No. 10.230 : DG Sets operation & maintenance : Total Quantity :
