Bids Are Invited For Repair, Maintenance, and Installation of Plant/ Systems/Equipments (Version 2) - COAL MINES; Annual Maintenance Contract of 02 nos 100te Rail Inmotion WB at Rajmahal Area; Buyer - 1. The Annual Maintenance Contract of Road/Rail Weighbridges includes checking, repair, Servicing, maintenance of road weighbridges installed at different location. The AMC also includes replacement of defective parts / subassemblies of a) Load Cell (b) Digitizer (c) PC, VDU (d) Printer / Printer head, (e) Key Board (f) UPS (g) CVT/Voltage Stabilizer (h) Rail Sensor, (i) Track Switches (J) Junction Box (k) Cables (l) Calibration and testing as per statutory requirements (m) to keep Weighbridge in perfect condition for weighment purpose and (l) to Monitor the earthing systems duly recorded on monthly basis, so that weighbridge is constantly kept in perfect working order for weighment purpose.The cost of the parts/spares will be borne by ECL Rajmahal Area by observing valid tendering procedure. 2. Force Majeure: - Any breakdown due to force majeure such as natural calamity/act of God like lightning, flood etc., the cost of the parts/spares will be borne by ECL Rajmahal Area after observing valid tendering procedure. But the weighbridge must be put in the operation within 24 hours. 3. Annual stamping & calibration/ Quarterly verification / liaison with Legal Metrology Department will be the sole responsibility of the Contractor. Although, all the statutory payment which are not covered under AMC will be borne by ECL, Rajmahal Area. 4. The CONTRACTOR shall ensure that in case of the breakdown of the Weighbridge, the same is attended within six hours of intimation to the contractor and the Weighbridge shall be rectified and put in to operation within 24 hours of intimation. 5. PENALTY shall be imposed by the COMPANY on the CONTRACTOR in case the Weighbridge in question remains under breakdown/shut down for more than six days in six months. The penalty shall be calculated on half yearly basis as detailed below. (No. of B/D days – 6) X Contract charges per Annum/ 353 Where: - No of Breakdown days = (No of Breakdown hours) / 24 BD hours of 12 and more shall be taken as one day. This penalty amount shall be deducted from the bill. 6. In case the Weighbridge remains idle for more than 7 days at a stretch, the Company may get the same repaired by other agencies and the cost incurred for the same on actual plus 10% handling charges shall be deducted from the Contractor’s bill. 7. THE CONTRACTOR shall be liable for the implementation of the provision of contract labour regulation and abolition acts and rules thereof, payment of wages act and payment of wages act (mines) rules, Minimum wages, CMPF/EPF act and the rules thereof and any other legislation which are obligatory for the CONTRACTOR towards his employees during the currency of the CONTRACT. The contractor should ensure that his service crew observes all the prevailing safety norms while working. 8. Detailed Reporting: The CONTRACTOR will maintain detailed records of the maintenance activities performed on the weighbridge, as well as any issues identified and resolved. 9. THE CONTRACTOR shall submit service reports jointly signed by the servicing personnel and the NODAL officer to NODAL OFFICER, WEIGHBRIDGE, Rajmahal Area. 10. In case of any dispute, the matter shall be referred to the Area Nodal Officer, Weighbridge, Rajmahal Area, whose decision shall be final and binding on the Company and the Contractor. 11. It shall be the responsibility of the CONTRACTOR to hand over the Weighbridges in working condition to the NODAL officer, Weighbridge, Rajmahal Area at the end of the AMC period, failing which the amount required to put the Weighbridge in operation after repair on actual plus a penalty @ 10% of the repair Bill will be deducted from the Contractor’s bill. 12. Overall, the scope of work in an AMC for a weighbridge is aimed at maintaining the accuracy and functionality of the weighing equipment, ensuring reliable and consistent performance. 13. Rajmahal Area, ECL reserves the right to CANCEL, TERMINATE/ REDUCE the period of AMC by giving ONE MONTH’S NOTICE in case of UNSATISFACTORY PERFORMANCE/ BREACH OF THE TERMS & CONDITIONS of this agreement, without prejudice to its rights as may have accrued.
