Bids Are Invited For Custom Bid For Services - Cvr Allied Services - 1. COLD REPAIR OF CYLINDER: Scope of work includes cold repair of cylinders by straightening of bent stay plates, foot rings, VP ring etc. Cylinder rectification unit installed at shed to be used for the same. In case of machine breakdown or any failure, manually cold repair activity of straightening to be carried out without any extra payment for the same. Rate to include removal, segregation & shifting of cold repair cylinders up to cylinders’ rectification unit & putting back on conveyor after processing as directed.Scope of job also includes making proper lots of cold repair cylinders and putting identification boards on the same. Vendor to ensure cold repairing of minimum 250 cylinders per day. If sufficient cylinders are not available for cold repair, vendor to inform to officer-in-charge of the same and plan for manpower accordingly. Vendor to deploy 1 unskilled manpower in general shift from 09:00 to 17:30. Manpower deployment may vary as advised by Officer-in-charge and may need to work in 1st/2nd shift in case of higher CR cylinder generation. 1st shift timings: 6:50 Hrs to 15.20 Hrs 2nd shift timings: 15:20 Hrs to 23.40 hrs 2. ONLINE VALVE CHANGING Online valve changing works will be done at just after ELD machine through OVCM Machine. After replacing the valve, weight adjustment shall be done with adjustment unit. Also, records to be kept regarding no. of valves changed on each OVCM and the same to be certified by officer-in-charge on daily basis. For detailed procedure kindly refer to SOP. Vendor to deploy 2 manpower per shift and 1 in general shift. Manpower deployment may vary as advised by Officer-in-charge. 3. TEST BATH OPERATOR Scope of job includes segregation of Body Leak, Neck leak cylinders from test bath, marking the cylinders as per SOP and segregation of cylinders for evacuation to proper place designated by officer-in-charge. Also, records to be kept regarding no. of cylinders segregated from test bath as per format given by officer-in-charge. For details, please refer SOP. Vendor to deploy 1 manpower per shift. Manpower deployment may vary as advised by Officer-in-charge and may need to work in 1st/2nd shift in case of higher CR cylinder generation. If at any point of time, the test bath operator is found missing from his designated location, Rs 500/-day per manpower will be debited to contractor. 4. O-RING REPLACEMENT Vendor to deploy one unskilled manpower in each shift. All the O-rings of cylinders rejected by OLD machine to be changed in the rejection loop. Workmen to avoid line jamming due to cylinders coming from the rejection loop after O-Ring change. Scope of job also includes various records and data to be maintained as advised by officer-incharge. (For e.g., Manufacturer wise segregation of FKM O-ring). Manpower deployment may vary as advised by Officer-in-charge and may need to work in 1st/2nd shift in case of higher CR cylinder generation. If at any point of time, it is found that the three test cylinders (No O-Ring, Cut O-Ring and Capped cylinders) are not found in the OLD rejection loop/ are placed on the ground, Rs 500/-day per manpower will be debited to contractor. 5. EVACUATION MACHINE AND OVCM LOOP ADJUSTMENT SCALE PUNCHING Scope of job includes evacuation of body leak, neck leak, defective return cylinders or any other cylinders as advised by officer-in-charge. Workmen to also perform the duty of adjustment scale punching of after valve changing in OVCM. Contractor to deploy 1 unskilled manpower per shift. Manpower deployment may vary as advised by Officerin-charge and may need to work in 1st/2nd shift in case of higher CR cylinder generation. 6. UNSKILLED MANPOWER- ON CALL BASIS Vendor to deploy unskilled manpower on call basis as per officer-in-charge. Manpower may be used for multiple work, ranging from deployment for second carousal operation, CVR (cylinder, valve, regulator) crushing to scrap shifting from one location to another etc. Records of details of work done to be maintained as advised by officerin-charge. Description of some activities are mentioned as follows: 6.1SECOND CAROUSAL OPERATION: Manpower to be deployed at designated location in the conveyor as advised by officerin-charge. For each location, workmen to follow detailed SOPs prescribed by HPCL. Also. Proper records and registers as advised by officer-in-charge. SOPs for all operations are available at plant premises. 6.2 CRUSHING & DESHAPING OF VALVE: Removal of defective valves from de-pressurized cylinder. Segregation of defective valves under warranty. Vendor shall maintain proper inventory records for defective valves and deposit the same in HPCL store on the same day. 6.3 CRUSHING & DESHAPING REGULATOR Segregation of Defective Regulator under warranty. Vendor shall maintain proper inventory records for defective regulators and deposit the same in HPCL store on the same day. 6.4 CRUSHING & DESHAPING OF CYL: Safe de-pressurizing of cylinders with all safety practices using proper adapters. Removal of defective valves from de-pressurized cylinder Safe de-gassing of cylinders. Vendor shall maintain proper inventory records for spurious, NT (Negative Tare), PT (Positive Tare), Burnt and Damaged Cylinders and deposit the same in HPCL store on the same day. 6.5 OTHER ACTIVITIES: Any other activities including cylinder stacking/de-stacking, scrap inventory shifting etc. as advised by officer-in-charge. While performing the tasks assigned to workmen, adherence to SOPs prescribed by HPCL must be ensured. 7. PROVISION OF WAGE REVISION Minimum wages as per circular 01.04.2024 by Maharashtra GovtUnskilled: INR 733 per day Semi-Skilled: INR 774 per day Skilled: INR 832 per day Highly Skilled: INR 862 per day Vendor to claim differential wages based on the difference between the wage rate of the working month and the rate mentioned above. Differential wages will be paid by HPCL. 8. TRAVEL ALLOWANCE: Traveling allowances Rs.70/- day per manpower will be paid by HPCL till no revision by corporation or Govt 9.
