Bids Are Invited For Custom Bid for Services - Operations Maintenance of Electrical equipments - Operation and Maintenance of Electrical Equipments, Facilities & Allied Works at Indian Oil Corporation Ltd., Cochin Terminal, Irumpanam - 682 309 -with manpower - . 11 KV HT STRUCTURAL YARD - CHECKS Four Pole structure (FP) connections, GOD, DO fuse, Lightning Arrestor, Insulators etc. to be checked regularly & maintained properly. Meter reading to be taken & register to be maintained daily, verified by the concerned officer. Cleaning of HT yard, maintaining the area vegetation free with the help of housekeeping to be done regularly. . 500 KVA TRANSFORMER, HT AIR CIRCUIT BREAKER Daily checking of 500 KVA Transformer for Oil leakage, Oil level, condition of Silica Gel, Load (amperes), Temperature of transformer oil etc. Topping up of Transformer Oil as and when required. Cleanliness, external and Internal damages, condition of cable and sealing and terminal box earthing, corrosion effect (external), condition of transformer foundation and room to be monitored for suitable action. Oil filtration, BDV test, transformer oil test by testing its dielectric strength / acidity value / water content / sediment and sludge content etc. to be done yearly as per IS 1866 : 2000 and the charges will be paid extra as the work to be carried out by external agency. IOC will supply the oil if it is to be changed. Check for terminal connection in primary and secondary, Internal damages, condition of supports and insulators, cable connections, contacts, control wiring, panel meters etc to be done as per instruction of Officer in charge when the transformer shut down for Oil testing or yearly. Thermography of the panels to be carried out through competent agency in every six months and payment will be done by IOCL or will reimburse to the contractor. Checking of all the relays, air circuit breakers to be co-ordinated yearly or as and when required as per the instruction of EIC & the charges will be paid extra as the work to be carried out by external agency. Buchholz relay testing with respect to the tripping in the HT breaker, Oil & winding temperature trips and maintaining of records. . SUBSTATION (PCC&EPMCC)/MOTOR CONTROL CENTRE (MCC) ROOM: Day-to-day operation and maintenance of, MICP Main in-coming panel ACB Air Circuit Breaker AMF Automatic Main Failure Panel. MSB Main Switch Board MCCU Motor Control Center Unit. LMB Lighting Main Board APFC Auto Power Factor Corrector Panel PCC Power Control Center ESB Emergency Switch Board LDB Lighting Distribution Board PDB Power Distribution Board MOV Motor Operated Valve panel UPS Un-Interrupted power supply. EPCC Emergency Power Control Center Periodic cleaning of panels to be done and to be maintained vermin proof. Substation, Fire Engine Room, MCC room, MOV panel room cleaning should be supervised. All the motor starter units i.e., contacts, relays, main switches, etc. to be checked & cleaned regularly for smooth operation. Current readings shall be reported on given frequency for monitoring of motor energy consumption. Necessary assistance to be provided for the AMC service Engineers for health monitoring of the UPS & minor rectification works, if required to be attended. Daily checking: Switch gears for tight connections and proper functions. LT Panels : Checking for the tightness of connection regularly ; Operating power circuit control panel boards, capacitor panel and AVR panel as and when required, minimum once a day. Replacement of fuses and meters in the panel as and when needed. In addition to the above jobs, the following checking also to be done: Monthly Earthing & Bonding of all the panels to be checked, rectified if any, records to be maintained. Cleaning the panels with air blower once in a month. Quarterly : Tightness of outgoing feeders Half yearly: Check for Looseness of connections, burning and discoloring of terminals, switches, contactors, relays and fuses due to heating. Checking of double earthing tightness. Co-ordinated with external agency for thermography of the entire panel and in case of any hot spots, same to be attended immediately. Yearly: checking of bus bars / contactors/ hardware /steel structural for pitting, loosening/hot spots, rusting etc, calibration of ELCBs, Voltmeter, Clamp meter and Ammeter, and relay checking etc. INSULATION RESISTANCE OF ALL POWER CABLES(HT <), MOTORS, ALTERNATORS, TRANSFORMERS,ETC: The insulation resistance of all the Power cables(HT<) of the Motors, Motor Operated Valves(ROSOV, DBBV, Etc ),High Masts, power supply to Buildings, DG Alternator, Transformer, Electrical Panels and windings of all Motors, etc. to be checked yearly or as & when required by IOCL and the reports to be submitted as per IOCL format. Measuring Equipment for the above exercise should be made available with calibration certificate to the officer before recording the resistance value. Any repairs to cables with cable jointing kit will be carried out with the reimbursement of cost of civil work & cable kit alone. Any relaying of cable/wiring due to damage of the cable to be carried out without any extra cost with IOCL supplied cables/wires. IOCL will reimburse the cost for civil work if any major civil work involved. Megger/Tester to be having valid calibration certificate and it has to be produced along with the report. 5. RELAY TESTING: SHORT CIRCUIT, OVER CURRENT, EARTH FAULT, ETC All relays shall be checked/tested/calibrated once in year for transformer, DG, breakers, MCC, etc. If the frequency of testing is increased due to any amendment in the statutory rules, same to be followed without any additional cost to IOCL. The work should be carried out through competent party only and test report to be submitted thereafter. IOCL will pay the relay testing charges directly to the party or reimburse to the contractor. HT/LT BREAKER SERVICING Co-ordination with third party for Servicing & calibration of all Air Circuit breakers (HT <) to be done yearly. The work should be carried out through competent party only and amount will be reimbursed as actual. 1X 500 & 1x380 KVA DIESEL GENERATOR (DG) SET Day-to-Day Maintenance and Safe operation of the DG set in case of EB power failure for uninterrupted power supply at Depot for round the clock. Special care to be taken for uninterrupted power supply to Control Room round the clock. If any damage is caused due to power failure to control room equipments or automation equipments, the loss incurred by IOCL shall be reimbursed by the contractor in the event it’s established that power outage was on account of fault/inaction of the electricians. Preventive maintenance checking of DG set for trouble free operation as per IOCL preventive maintenance schedule (daily, monthly, quarterly and yearly) to be done and periodic check ups of the DG by the AMC vendor shall be co-ordinated. All the necessary log books and maintenance schedule books to be maintained as per IOCL Preventive Maintenance schedule. Checking of DG sets for starting, water level in radiator, fuel level in fuel tank, battery system, earthing, engine oil level, vibration, temperature during operation, tightness of gland connections, abnormal sound, proper fuses in control panel, loose connection in wiring etc to be checked daily basis. Operating generator (alternator), checking the condition of commutater (for sparking) brushes and collector ring Condition of cable sealing and terminal boxes, Cleanliness of generator room, external damages, leakage of Oil and or water, surface heating if required, abnormal noise, functioning of meters, corrosions effect (external). Provision of guards to moving parts etc to be checked regularly as per the IOCL Preventative Schedule & instruction of Officer in charge. Operations of changeover at the time of power failure during office hours Co-ordinating with the AMC party for necessary diesel engine maintenance, All the records to be maintained by your personnel on completion of Filter cleaning, above works as per M&I check list and as per instruction of officer in charge. SHUTDOWN INSPECTION Check for the Insulation resistance, Earth connections (tightness of connector and continuity of conductors), Internal damages discoloration once or about circuits and condition of foundation and tightness of foundation bolts. 8. FIRE FIGHTING SYSTEM: Daily Preventive maintenance of Fire Engines set/Jockey pumps/make up water pumps/fire water well pumps for trouble free operation as per IOCL preventive maintenance schedule to be done including the following checks: Daily checking of water level in the heat exchanger tank of fire engines, fuel level in fuel tank (ensuring the tanks in topped up condition); Battery system, earthing, engine oil level, vibration, temperature during operation, abnormal sound, proper fuses in control panel, loose connection in wiring, condition of Auto System, functioning of pressure switches, Pressure gauges, Exhaust pipe, starter panel, Earth pits. Light fitting (LDB, PDB) etc. of Fire Engines & Jockey Pumps to be done & maintained in good working condition. The necessary log book and maintenance schedule books to be maintained. Electrical panel, starter contacts of Fire Engines / Jockey pumps /make up water pumps/fire water well pumps to be cleaned regularly & to be maintained in good working condition. The water level of Fire water tanks to be monitored/maintained always full and to be topped up after usage from the open well or other source of water and the records to be maintained daily. Co-coordinating with the AMC party for necessary diesel engine maintenance Engine Oil change, Filter cleaning & B-check to be ensured as per schedule, 250 hours or 6 months which is earlier by informing IOC well before . All the records to be maintained as instructed by the officer in charge on completion of the checks. The Jockey pumps operation for maintaining the Hydrant system in auto to be checked regularly. Ensure all Three Fire Engines to be put in Auto mode. Servicing of Pressure switches shall be carried out periodically & as and when required. Weekly flushing of hydrant line to be carried out loop wise during the test run of the fire engine and documents to be maintained. Documentation & Records to be maintained as per the preventive maintenance schedule & as per instruction of Officer in charge and assistance to be provided during all the inspections at IOCL. 9. MOTORS Daily checking for tightness of all fasteners of FLP enclosures, Load (amperes), temperature during operation & over heating of motor, Vibrations, tightness of gland connection, presence of moisture ingress, abnormal sound/vibration, earthing etc. Monthly check for enclosure cabling loosening of screws, terminals Yearly checking of Motor winding Insulation resistance, earth continuity, condition of remote devices, starters and limit switches, Insulation deterioration, Internal damages, discoloration and loose connections, etc. Necessary assistance to be provided for the AMC service Engineers for repair works. 10.MAINTENANCE OF ALL INDOOR AND OUTDOOR FLP/NON FLP LIGHTENING SYSTEM, FAN FITTINGS, CHOKES, STARTERS , JUNCTION BOXES,SOLAR SYSTEM, ACCESS CONTROL SYSTEM , AIR CONDITIONERS, GEYSERS,ETC. AND OTHER GENERAL ELECTRICAL REPAIRS Flame Proof Equipments: Ensure the flame proof condition of all FLP equipments by testing once in a month and records are to be maintained. Checking of enclosures, packing and gaskets, contacts, internal wiring for the tightness of washers, gaskets of the covers, tightness of terminals, cable glands, replacing of damaged fittings with new supplied fittings, replacing of damaged wiring, earthing connections etc. and carrying out other minor repairs. Maintenance, Cleaning of LDB, PDB, LSMB (lighting of sub-main Board), PSMB(Power Sub- Main Board), All light fittings+ Fans, Power Sockets+ Fans, Power Sockets +AC Units with the help of housekeeping personnel. GENERAL ELECTRICAL REPAIRS: Changing the defective bulbs, Tubes, Chokes, starters in the yard lights, high masts, approach road lighting, railway siding lighting, office building, Security Room/ TT Lock Room/PCC room, Generator room, Lube Godown, Canteen, Pump House, Fire Pump House, Sub Switch room, TLF, Car parking shed, Security room, TT Parking Area/shed, Transformer room etc. Repairing of switches, loose contacts and other petty electrical repairs including maintenance of earthing system in TLF. Necessary scaffolding if required for changing of the lights to be arranged by the contractor and IOCL will make payment for the same. Assistance for checking electrical continuity of flexible hoses of Tank Trucks, checking of electrical system, VTS VMU system and other electrical parts / equipment of T/Truck during the induction / monthly / quarterly checks to be done as per the instruction of the concerned officer. 11.HIGH MAST/LIGHT TOWERS: Checking & repair of Light fittings, Earth pits, Lightning Arrestor, Feeder pillar-box motor to be operated on bi monthly basis and abnormalities noted for rectification. etc, as per the direction of the officer in charge at fixed frequency. Continuity & effectiveness of insulation of lightning conductor shall be taken and submitted. Extra Casual labour if required shall be employed by the contractor & IOC will reimburse the amount. IOCL shall pay for major rectification works which carried out through external agency. The above operation should be carried out strictly following the safety norms inside the location i.e. Scaffolding, Safety belts etc LIGHT TOWERS: IOCL shall bear the labour cost for engaging personnel to climb the towers and change/repair light fittings. The above operation should be carried out strictly following the safety norms inside the location i.e. Scaffolding, Safety belts etc 12.COMPUTERS & NETWORK SYSTEM Maintenance of power and earthing protection system for all computers and peripherals. In case of shifting of units or any other fixtures inside the terminal, all materials required for preparatory works will be supplied by IOCL for carrying out the job and the same should be carried out by personnel under the contract. 13.AUTOMATION SYSTEM(TAS): Checking of power supply to the UPS at control room, Control panel, Terminal Automation Server, Monitors etc. of Automation system to be done daily & necessary assistance to be provided to the Service/Resident Engineer during regular/shut down maintenance. Assistance in quarterly internal calibration of TLF flow meter and yearly calibration of TLF flow meters & master meters by Legal Metrology department. Checking of capacitance earthing of TTS & other earthing for TLF TT loading on daily basis and ensuring fixing of earthing clamps wherever it is missing. 14.UPS AND BATTERIES Daily checking for general cleanliness, battery charger electrolyte level, spillage/leakage of electrolyte, proper condition of all wiring/cable connections, corrosion on terminal blocks applying petroleum jelly coating on terminals, checking float voltage, specific gravity, pilot voltage etc. Replacement of dead batteries will be carried out on receipt of new / recharged batteries by IOCL. Necessary assistance to be provided for the AMC service Engineers for health monitoring of the UPS & minor rectification works, if required to be attended. 15.SOLAR SYSTEM: Cleaning the Solar panels to be free from dust, muck, etc. Checking thermostat, body earthing, heating coil condition etc. Necessary assistance to be provided for the AMC service Engineers for health monitoring of the UPS & minor rectification works, if required to be attended. 16.ACCESS CONTROL: Carrying out greasing, painting, testing, earthing, ensuring power availability for the equipments to work, preventive maintenance, minor spares replacement like bearings, bushes, etc. Necessary assistance to be provided for the AMC service Engineers for health monitoring of the UPS & minor rectification works, if required to be attended. 17.CCTV: Carrying out required testing of cables and checking power supply for CCTV system in side terminal premises. Necessary assistance to be provided for the AMC service Engineers for health monitoring of the UPS & minor rectification works, if required to be attended. 18.OTHER EQUIPMENTS: Carrying out required testing of cables and checking power supply for other equipments like ROSOV,DBBV,MOV, Hydro Carbon Detectors HVLR, Radar gauges,etc Necessary assistance to be provided for the AMC service Engineers during their AMC visits & minor rectification works, if required to be attended. 19.EARTHING: Daily checking of earthing connections of the entire electrical equipments/tank farm (Check/rectification for loose connection/rusting etc.). Checking of Earth resistance value both for individual pit, equipment and grid for all earth pits to be done twice in year (i.e. every six months) and report in duplicate to be submitted. Earth pit values to be displayed on the board provided near the earth pits / on the cover of earth pit, by paint/sticker and cost for painting /sticker will be reimbursed by IOC. It is the responsibility of the contractor to arrange calibrated valid Earth Tester / Megger and deploy if required additional personnel for the above exercise without harming the routine Electrical Maintenance job. Meggar to be having valid calibration certificate and it has to be produced along with the report. Earth Resistance value to be maintained below 1 Ohm for grid and below 2 Ohm for individual earth pits, otherwise results to be improved by means of adding water, salt and charcoal etc. for which the cost of material/manpower will be reimbursed including transportation. All the earth electrodes of earth pits, GI stripes of Grid Earthing to be checked for corrosion effect and tightness of connections, continuity from equipment to earth pit and to other earth pits. . Bonding and earthing of all metallic structures, pipe lines, pipe racks, armouring of cables and electrical equipment enclosures etc. to be checked regularly & to be provided if damaged/missing etc. Any additional equipment or electrical machinery procured by IOCL shall be provided with earthing for safety, materials supplied by IOCL. Any civil work in such regard will be carried out by IOCL as necessary. Daily checking of TLF bonding/earthing to be done & maintained regularly as well as reported by the TLF and maintenance officer. Loading arm continuity should also be checked on monthly basis and records submission to be done for signature from concerned in-charge. WATER MANAGEMENT: BORE WELLS/ OPEN WELLS & RAIN 20. HARVESTING SYSTEM: Water to be made available 24 hours at all the buildings, TTPA/over head tanks and pumping to be done from the well & underground tank to the over head tanks on daily basis and whenever water level is low in consultation with housekeeping supervisor. Daily checking of the concerned pumps shall also be carried out. 21.CATHODIC PROTECTION SYSTEM: Cathodic protections are provided in pipelines to maintain the health of the internal/ external pipelines. Any assistance required by the AMC contractor for the same and minor repairs shall be carried out. 22.INSPECTION ASSISTANCE(INTERNAL/EXTERNAL): Facilitating all internal/external inspections and updating the records as per requirement. All the data cards/PM schedule of DG Set, Fire Engine, Transformer to be maintained & updated as per instruction of officer in charge. Contractor to liaise with Electrical Inspectorate/KSEB for their annual inspections/any other inspections and comply with all recommendations.
