Bids Are Invited For Custom Bid For Services - Msv Hydrotesting Work - “Statutory Testing, Inspection, Certification, Hydro Testing and Allied Works for 1410 MT Mounded Storage Vessel at Vadodara LPG Terminal Dumad”., Disconnecting the inlet, outlet of the LPG liquid and vapour line, SRV, HLA, Servo gauge, Radar gauge Manhole, water drain line, globe valves, ROV and other fittings of the bullets, removal of fireproof coating wherever necessary and disconnection of electrical cables without any damage as per the directions of the IOCL Site Engineer / Third Party Inspection Agency official. Any damage for the fittings or any equipments during removal & fixing of the connection has to be made good by the Tenderer. Degassing of bullets with water after making necessary connections for in and out flow with suitable pipelines / hose arrangements as directed on site. The water used for degassing should be disposed off safely in the drainage and the sludge if any coming along with water should be carefully removed and disposed / kept in safe place as directed at site. water should be carefully removed and disposed / kept in safe place as directed at site. The sludge should be buried if necessary as per directions of location in charge or his representative. A sample of all sludge collected should be handed over to the LIC / Site Engineer. Deboxing / Boxing, dismantling / Pitting back all gadgets on bullate, also all jobs related to blind Flanging up to 1st Isolation Valve. Providing MS tubular ladder/scaffolding inside the bullet suitable for cleaning of inner surface and suitable for carrying out all inspections like ultrasonic testing, MPI and all allied jobs as directed. Ladder / scaffolding(s) shall have to be retained at site till the completion of bullet testing. The contractor shall also provide oxygen meter and ensure oxygen level is as prescribed norms before vessel entry. Oxygen metre can be taken back by contractor after the work is over. Providing flame proof lighting arrangement inside the bullet for carrying out necessary inspection, cleaning and NDT Tests. Contractor to supply the flame proof lightfittings, Junction boxes, required cables etc, as directed at site. Lighting arrangement shall have to be retained at site till completion of the bullet testing Thorough cleaning of the inner surface with water jet and clearing the sludge / rust materials followed by thorough cleaning of inner surface to remove the scales, oil and dust by wire brushes to expose the metal surfaces and thorough buffing of weld joints. Cleaning of minimum 10 mm on both sides of each weld joint including nozzle welds by thorough cleaning using rotary brushes to expose bare metal (Shinning surface) with care to entire weld joints of nozzles and weld area of support legs and other areas as directed at site. The contractor has to provide all equipments and consumables for carrying out the cleaning jobs. Localized grinding of the welds to be done if required as directed by our Site Engineer / Third Party Inspection Agency official. Dispose off the sludge of bullet at designated place after excavation as per direction of IOC Carring out external inspection on mound, retaining wall, inspection tunnel, bottom nozzle & its suspension/ supports, accessible top nozzles etc. Checking auditing on established procedure of tests and maintenance of record and observation of cathodic Protection System of record and observation of cathodic protection system within the discipline of OISD-150. Also injcludes detailed inspection of functioning of Cathodic Protection System in line with the provisions of NACE, IS OR equivalent code. Also carrying out coating survey. The job also includes inspection and testing of insulation joints of the Cathodic Protection System. Fixing back all the liquid and vapour lines after servicing the valves, EFCV and fixing all removed fittings like HLA, SRV, Pressure/ Temp/ Servo/ Rochester gauges, manhole covers etc. After completing the testing, purging/fresh gas in is to be carried out with assistance from & under supervision of & as instructed by IOCL/Third Party Inspection Agency. Ultrasonic thickness measurement on shell plates, dished end plates, LPG pipelines and nozzles as per applicable code and as per the instructions of Third Party Agency / IOCL Site Engineer. Wet fluorescent magnetic particle test of welds using AC Yoke – magnaflux /tiede/Y6 black light and white washable distemper as background and as per applicable codes and as instructed by IOCL / Third Party Agency. Internal 100% (all weld joints from inside), nozzle welds (internal & external). 100% Ultrasonic flaw detection of welds as per applicable code from inside the bullets and as instructed by IOCL / Third Party Agency Dye penetration test at all accessible areas and as per applicable code and as instructed by IOCL / Third Party Agency Hardness Testing on selected spots on welds, HAZ and parent metal in each accesible area as per applicable codes and as instructed by IOCL/ Third Party Agency. Radiography test for weld joints at selected locations as problem defects/flaws observed during other tests subject to a maximum of 10% of total weld length as per applicable code and as instructed by Third Party Inspecting Agency. OPTIONAL only to be conducted where defects/flaws are observed Testing and Calibration of Radar and Servo Gauges after fixing the second valve for each of the Mounded Bullets. Dry calibration of Bullets by Electro-optical distance ranging (EODR) Carry out Dry calibration of Bullets by Electro-optical distance ranging (EODR) laser and optical triangulation technology. Method of measurement shall be as per API MPMS 2.2D using Electro-opticaldistance ranging (EODR) and API MPMS 2.2A (API 2550). Calibration table will be in 10 mm height intervals with 1 mm proportional part tables or as decided by IOCL. Approval & stamping of calibration charts by CPWD shall be done by the party. Before start of calibration a detailed procedure has to be submitted. Settlement of Mounded bullets:Checking of settlement of Mounded bullets by using laser technique for horizontal plain shift and plumb line / Theodolite technique for vertical plain shift. The person performing settlement shall be experienced in the relevant field. Hydrotesting / stretch test of the mounded Bullet and LPG Pipe line after completion of all NDT as per SMPV Rules, as per latest relevant codes & meeting all requirement of PESO using water for specified test pressure as per direction of Engineer In Charge and draining the water in gradual stages after completion of the testing. Replacement of Nuts, Bolts, Washers & Gaskets: Supply and fixing of all gaskets, studs & nuts for all fittings after the isolation valve near to water drain line provided in Bullets. Certification and Documentation To submit 3 sets of Testing and Inspection certificates/reports and documents for all tests and inspection covered in the scope of work as per SMPV Rule No.19 (‘Issue of online certificate of test alongwith annexure giving the details of NDT inspection’). TESTING OF 02 NO.S SRV: Testing with the nitrogen gas. After testing and inspection certification shall be given under SMPV (U) Rules. SRVs to be set on 2 different pressures. Total Quantity :
