Bids Are Invited For Custom Bid for Services - Annual Maintenance of contract for IT modules and facility management including three resident engineers - Scope of Work 1. The website is a web-based application used at DGNP (V) by service and civilian personnel. The website is login based and displays plethora of information and provides customiSed reports to users. The website and associated IT modules, which are described in succeeding paragraphs, are utilised for dissemination of information and management of matters related to personnel. 2. The general scope of work for annual maintenance of IT modules & facility management is as follows: - Making software code changes as required and approved by users to suit requirement. (ii) Making customised reports as per user requirements. (iii) Addition of new screens/forms/templates as per user requirement. (iv) Training of newly joined DEOs/Officers/JEs. (v) Updating the database as per user requirement. • (vi) Dynamic improvement to the IT modules to make them user friendly, graphically appealing as per requirement. (vii) Maintenance of website. (viii) Security update of applications and framework with latest patches. 3. IT Module/ System Details (i) Operating System Win Sry 2016 Std Edition (64 bit) (ii) Database MS SQL Server 2019 (iii) Browser Firefox 121.0.1 (iv) IDE Microsoft Visual Studio 2015 with Web technologies (Ajax, CSS etc), 4. The Website host following major IT Modules:- (a) Human Resource Management Information System (HRMIS) (i) Leave and Temporary duty Management Information System (LTMIS). Leave and Ty Duty Management System for DGNP is a software that encircles Leaves and TY Duty of all employees. It includes Leave/TY Duty application and Leave/TY Duty approval, and the process to record all kinds of leave. Leave and Ty Duty Management System is a flexible application that automates policies associates with the granting validation and calculation of leaves. It applies balance enforcement restrictions in real time and provides officers and staff with easy access to those balances (ii) Civilian Pay & Medical Module (CPAM). Civilian Pay Accounting Module is initiated and programmed to generate Monthly Pay Bills and Pay Slips of MES and DGNP (V) Civilian Employees. It is utilised to generate the above pay bills and slips from the date of Transfer-in to till the date of Transfer-out or till the date of Retirement from DGNP (V) for MES Employees and from appointment to retirement for DGNP (V) employees. The application is integrated web based package for management of project and Civilian pay related information in a LAN/WAN environment that interconnects with various users dealing with Project Planning and Execution. Civilian Pay Accounting Module is developed on SQL Server 2019 RDBMS with Visual Studio 2015 as Front end in three tier architecture i.e., Application layer, business logic layer and presentation layer. At present DGNP (V) is using the system for day-to-day working. In Civilian Pay Accounting Module Login Credentials are stored in Encrypted format, session tracking is using in login credential and secured HTTPs protocol are used for web based access (iii) Transfer Management System. Transfer Module is a system that encircles Transfer in and Transfer Out of all personnel borne in unit. It have features like details of personnel Transfer In/Out, retirements, online issue of movement order, online clearance certificate etc. It is a flexible application that automates policies associates with the granting validation and calculation of Transfer In/Out. (b) File Management System (FMS). To expedite the file tracking process and creating digital footprints of all the files in DGNP, a File Management System, software application with QR code was implemented and in use. Following are the some of the features of File Management System: - (i) File Cover with QR Code. A file cover with QR code can be generated after filling details like File number, Classification, Subject. Section and division will be default based on login ID. The file cover can be printed and pasted on hard file cover. (ii) Incoming & Outgoing File. The file handlers are provided with a QR code scanner with inbuilt storage to scan the QR codes on the file for incoming or outgoing files. In case of QR code scanner failure or non-availability, the application software has the feature for manual updation of incoming and outgoing file. (iii) Universal Search and Status. The application has the option of searching the present location of file and complete route details. (iv) Notification. Whenever a file is forwarded to any section, the concerned section (designated persons email ID) will get an email in outlook. Further, when the individual received the file, a confirmation mail will be received by last recipient of file., (v) Alarms. If no action has been taken on file within four days of acceptance, then a mail notification will be received by concerned section. Further, if no action is taken within eight days, then a mail notification will be received by Head of Department. Finally, if no action on file taken within 12 days then the Head of Organisation would receive an intimation. (vi) Security. The system will not accept file or QR code scanner would not be able to give any details, if it is not marked to the concerned section. This case may arise when the file is physically not handed over to actual recipient (c) DGNP Share. To share the data within DGNP(V), DGNP Share module has been developed and being used by all personnel. The shared data automatically get deleted every day at 2300 hrs. (d) e-Inter Office Note. To communicate within sections of DGNP(V), an e- Inter Office Note was developed and being used by all section for routine correspondence except documents bearing financial data. (e) Defect Tracking System. The application is used to monitor and raise defects related to IT hardware/ software, E/M, B&R within DGNP(V) premises. (f) DGNP Website (i) Social Events — Shows the DOB/DOM of personnel (ii) Gallery — Display of photographs of DGNP (V) (iii) Transfer In/Out Details — Details of personnel transferred in/out of DGNP (V) (iv) Signal — Latest signals updated regularly (v) Daily Orders — DGNP (V) Daily Orders (vi) Army Pay Slips — Generation and display of pay slips of Army personnel (vii) Quick links — Links tab to important website/webpages (viii) DG Events — Shows the daily events of the DG (ix) Technical News — Latest news in technology (x) Ty-Memos (xi) DGNP Calendar (xii) Clearance certificate recommend/approve Popup—for clearance of individuals going on transfer or retirement. & 5.
