Tender For Operation & Non Comprehensive Maintenance Of Microprocessor Based Hvac System Of Capacity 5 X 100 Tr Chilling Machines With Screw Compressors And Air Cooled Condensers At Bharat Sanchar Bhawan, Janpath, New Delhi SH-I (Man Power) Operation of various Electro-mechanical services as per details & inventory given in relevant sections by deploying the required staff to keep all the services operational up to the required standards etc. as per specification. The services are:- 1. Microprocessor based HVAC System of capacity 5 x 100 TR Chilling machines with Screw compressors and Air cooled condensers i/c M.V panels etc. Minimum Staff Required (Must be less than 55 Years age) Shifts Skilled Semi-Skilled Unskilled 6 AM to 2 PM 1 No 1 No 2 Nos 2 PM to 10 PM 1 No 1 No 2 Nos 9 AM to 5 PM 1 No Total 3 Nos 2 Nos 4 Nos NOTE: - This is tentative list, however it is the responsibility of the agency to operate various services such as running of HVAC system etc. as & when required even during odd/ night hours as per requirements of BSNL & if any additional labour is required the same is to be provided at no extra cost. The Scope of Work includes: 1. Operation of AHUs & TFA units of different floors. 2. Recording readings of all chillers, AHUs, pumps by providing Logbook & recording temperature readings of the different floors by providing digital temperature Metre. 3. To attend the floor complaints and recording them in the register. 4. Releasing of the Air from the Pumps and water pipe lines. 5. To carry out leak test of the compressors, condenser coil with the help of soap solution. 6. Checking of the alignment of the AHUs Blower and motor and setting right the alignment. Tightening of the V belt of AHUs. 7. Weekly washing of the AHUs Filters and AHUs room. 8. Chemical Cleaning of the AHUs cooling coil as per requirement. 9. General checking /testing and attending minor faults in the electrical panels, motors viz. tightening of connections, replacement of thimbles etc. as required. 10. Out of skilled manpower one skilled operator shall be Electrician. 12 Month 2.0 SH-II (Supply of Material/Items, If required during the currency of contract) Replacement/Provision of following material for repairing & attending petty maintenance work by engaging adequate manpower as required at site for repairing of MV/LT panels, capacitor panels, Main board, Sub Main board etc. i/c identifying and rectifying the fault, dismantling of existing defective parts, fixing, connection, testing etc. as required. (NOTE-The material under replacement shall be similar to existing defective material and the dismantle material will be property of the contractor. Note:- The Pipes of sizes 150mm & below shall be M.S. C class as per IS : 1239 and pipes size above 150mm shall be welded black steel pipe heavy class as per IS: 3589, from minimum 6.35mm thick M.S. Staff will be deployed by the agency at site for operation of HVAC Systems, to receive the complaints and for co-ordination with AMC agency for the work, For this, one mobile no. with whatsapp facility will be provided by the agency. 2. The work to be carried out on holidays/weekends / nights only without disturbing the functioning of Air Conditioning System after taking prior shutdown. Suitable penalty shall be imposed for Non-functioning of AC plant due to this work. Decision of Engineer in Charge will be final. The system should be available in good working condition on the next working day. 3. Adequate inventory of material will be kept at site by the agency for prompt attending the complaint.4. Complaint received in Fore Noon will have to be attended by After Noon and complaints received in Afternoon will have to be attended by Forenoon of next day. Emergency complaints, if any, will have to be attended immediately at any time including odd hours.5. Penalty of Rs. 500/- per complaint per day will be imposed for non-compliance of the complaint. If at any stage, it is observed that the performance of agency is not adequate, work will be rescinded, and the agency will be debarred from doing any work for one year in Delhi region. The work will then be carried out at his risk and cost without serving any notice.6. The Agency should quote amount keeping in view all Statutory requirements including minimum wages/ESI/EPF etc. ESI/EPF will be reimbursed as per actual. 7. Replacement, Servicing & Scrap/ dismantle items will be credited to the firm. The rate may be quoted accordingly. 8. All the installed material/equipment shall be warranted for a period of one year from the date of completion of the work. 8.0 Note:- 1. 1. The Agency has to submit police verification record & ID proof of each staff. 2. The firm shall provide each staff with working cell phone. 3. The staff may be deputed for duty as per instruction of concerned SDE (E)/JTO (E). 4. Penalty shall be imposed in case of absence of any staff as per T & C of contract. 5. The GST / other Input Tax Credit (ITC) taxes shall be quoted by the firm as applicable as per latest amendments of GST Rules. 6. The contractor shall provide correct tariff heads & other details to enable BSNL claim Input Tax Credit. 7. Bidder must mandatorily quote for all GST components (CGST, SGST, and IGST) as required. 8. If annual maintenance contract charges are required to be quoted as per SOW, basic charges should be shown in column 4 & the Goods and Service Tax (GST) in column 7 to 12. 9. The bidder who submits the offer with concessional Goods and Service Tax (GST) shall submit the proof of applicable concessional GST. In case the Concessional GST is not creditable to BSNL it should be included in the price of the goods/services. 10. In case, dealer is registered under compounding scheme or any rule/notification where the BSNL is not eligible for input tax credit then the bidder should not disclose any amount in column 7 to12 & 14. 11. % age Rate of FF & Packing should be shown of basic unit price excluding all taxes & charges (i.e. as %age of col.4). 12. The FF & packing amount quoted shall not be subject to change after bid evaluation /ordering on account of change of copper, lead base price, change in duties & taxes of item etc. 13. Bidder must mandatorily mention HSN & SAC numbers. 14. Evaluation of bids: - The evaluation and comparison of responsive bids shall be done on the basis of Net cost to BSNL on the prices of the goods & Services (i.e. complete work) offered along with all applicable Taxes, packing Forwarding Freight & Insurance charges etc. exclusive of GST. Declaration by Bidder 1. We hereby declare that in quoting the above prices, we have taken into account the entire credit on inputs available under the GST Act introduced w.e.f. 1 July 2017 and further extended on more items till date. 2.
