| 1 | STORAGE TANK AND ASSOCIATED EQUIPMENT WORKS |
| 2 | GENERAL:Design, detailed engineering, approvals, procurement, fabrication, welding, testing (FAT), inspection, supply, erection & installation, testing (SAT), precommissioning, trial runs and commissioning of various Tanks, Pipelines, Plant and EquipmentPackages as per the details given below in BoQ ( Part-A ), technical bid, including design basis & specifications. The items rate given below is on lump sum basis and are inclusive of all labors, materials, liaisioning & coordination with IOCL appointed third party inspection, transportation & any other cost, required for the completion of the items in entirety as given below. Bidders are requested to visit the site, understand the entire project requirement, check the backup items & quantity including any extra items required (if any) considered for arriving the items rate as described and quote accordingly.The details given below are tentative and bidders are required to refer the drawings, P&ID and PFD etc attached with technical bid. All Tanks and Equipment to be designed as per codesconsidering the prevailing best practices globally. IOCL shall appoint Third Party Inspection Agency (TPIA) and shall carry out stagewise inspection of various supply items as per finalised QAP. The bidder to co-ordinate with the repesentative of TPIA and complete inspections as per schedule. The facilities under this package are to be provided at variuos locations as per Plot plan layout: 90-0RG2N-PL-001 enclosed in the technical bid. Contractor shall procure the materials as per list of recommended makes provided in technical bid. |
| 3 | The vendors may kindly note that the layout, PFD & P&IDs, product compositions & physical properties etc for the project are attached. The equipment and plant machinery (core process equipments as well as mechanical works) are to be executed under two EPC contracts mainly Process Package and Mechanical Package. The scope of work of bidders against subject tender pertains to Mechanical Works. The responsibility matrix are enclosed with the tender document and bidders are required to refer the said responsibility matrix for the clarity of scope of work pertaining to EPC Mechanical Package. Since all relevant details / data have been provided, the vendors have to validate the P&IDs and PFDs relevant to the bidders scope of work for EPC Mechanical package as per this Tender and design the complete system as per contract for achieving the desired thruput of different plants which are considered under EPC Mechanical package. It shall be the responsibility of the successful vendor to study, suggest, modify these drawings if required for the Scope of Work of EPC Mechanical Package. It shall be the responsibility of the vendor to submit the final deliverables like PFD, P&ID’s, Utility Flow Diagrams (UFD), Data sheets, design and details for piping, electrical, instrumentation, data sheets of various equipment being supplied under the contract by the vendor. The vendor has to design and supply, as per tender terms and conditions, any additional facility over and above indicative list of Equipment as given in the BOQ / Price bid of the tender, which need to be supplied at the minimum, for ensuring required thruput of different grades, transfer, filling and loading. The price should be accordingly quoted i.e. considering any additional supply of equipment over and above the equipment as defined in P&IDs, PFD and UFD and the Indicative List of Equipment as given in the tender for achieving the desired thruput of different grades, transfer and loading. No additional cost is envisaged as all the relevant details are being shared with the vendors. However, any additional requirements arising out of operational necessity or any other reasons only (during detailed design stage and execution of the project after award of the contract) shall be paid extra at mutually acceptable price with justification. |

| 5 | STORAGE TANKS: Design, detailed Engineering, Procurement of materials, Supply, Fabrication (shop/site), welding, site Erection, Installation, loading and unloading material to site, necessary scaffolding, painting, inspection, calibration,testing & commissioning, including preparation and submission of documents (General Arrangement, details drawings, as-built drawing, calculations, etc.,). Providing necessary accessories, special tools including hydraulic jacking, etc., as per drawings, technical specifications and applicable codes and standards. The scope shall include complete Tanks as per approved drawings and inspection plan. Design, Supply, fabrication and installation of all internal and external Structurals & appurtenances which includes Roof Structures,Wind girders, Heating Coils and its supports, Internal Pulse Air piping and its supports, SS Mixing Eductors as specified, Spray nozzles as specified, Gauge/Dip hatches, Still Wells, Pipe Supports,Manhole complete with davits, gaskets and bolting, Nozzles and Nozzles flanges, Tank anchor chairs, Earthing lugs, Lifting & Tailing lugs, name plate complete with bracket, with IOCL Logo on two sides of the Tanks, Platforms, Handrails, Caged Ladders, Spiral Staircases, Interconnecting Platforms, painters hook etc as required for the respective tanks.The scope also includes installing (welding and threaded connection) of pulse air accumulator plates inside tanks supplied by other Process vendor, supply and providing mounting supports for Pulse Air Control Box, installing Pulse Air Control Box supplied by other Process vendor on Tank Roof, Supply and providing structural supports on tank shell and roof to support the cable trays etc all complete as per the instructions of Site-In-Charge. Paintingof Tanks shall be carried out as per approved painting procedure after surface preparation profile as per Sa 2 1/2. Tank wise Painting scheme is given for the respective tanks. All external structure to be painted with approved painting scheme as given below.a) Surface preparation by shot blasting conforming to SA 2.5 (to be done at shop) b) Prime coat of INORGANIC ZINC ETHYL SILICATE Primer, one coat of 65 - 75 micron DFT, |
| 6 | c) Intermediate coat of POLYAMIDE CURED HIGH BUILD EPOXY MIO COATING, one coat of 100 -125 micron DFT,d) Final coats ofTWO PACK ACRYLIC POLYURETHANE, Two coats of combined 60 -70 micron DFT (to be done at field/Shop). Total DFT shall be min. 225 micron. Platform gratings & stairway grating steps (anti-skid type) shall be hot-dip galvanized. The scope also includes supplying and providingInsulation and claddingto the specified Tanksas per Specification and approved procedure. Performing Tank calibration & testing, providing the certificates including but not limited to tank calibration by authorised certified agency, Non Destructive Test (NDT), Heat treatment if required, radiography, ultrasonic examination, hydrostatic testing, according to code and specification. Scope includes Mechanical design and providing loading data for foundation design of Tank. The design and construction of Civil foundation including foundation bolts shall be carried out by IOCL through other Civil Contractor. Contractor may consider to fabricate Tanks at site or shop according to Tank Size, Capacity and transportation route to site, with prior approval from IOCL. Anchor bolt template shall be supplied for shop fabricated tanks. Draw-off Sump details and location to be provided to Civil Contractor.Tank component thickness as per design & erection requirements is the responsibility of the contractor meeting code, specification & standards requirements. | 7 | PUMPS:Detailed Design and Engineering, Procurement, Testing, Supply including packing, forwarding, loading at shop & unloading at site, transportation, installation, testing, pre-commissioning, trial run and commissioning of Pumps as per manufacturer installation manual including preparation and submission of documents (Datasheets, General Arrangement, detail drawings, calculations, test reports etc.,), providing operating manual, technical data manual, catalogue, etc., necessary accessories, special tools, testing, painting, etc. as per drawings, technical specifications and applicable codes and standards. The scope shall include Pumps complete with motor (compatible with variable speed drive where specified), gear reducer, coupling, coupling guard, mounting base plate, foundation bolts, installation (including grouting as required) and commissioning spares, etc. Contractor shall carry out detailed design & selection of Pumps and all components based on the Datasheets, Specifications. Mechanical design and providing loading data for foundation design of the equipment to Civil Contractor. Painting shall be carried as per the approved painting procedure. Insulation of Pumps shall be done as per Insulation Specification and approved procedure for the respective pumps mentioned in SOW. Main incoming power to the driver shall be provided by IOCL including cable termination. Type and Size of pumps shall be standardized to allow maximum interchangeability of drivers and spares. The scope shall include Suction heaters complete with tube bundle, channel, supports, nozzles and flanges, lifting attachments, fastners, installation & commisioning spares, etc. Contractor shall carry out detailed thermal and mechanical design for all components. Painting shall be carried out as per the approved painting procedure. Insulation of Suction Heaters shall be done as per Insulation Specification and approved procedure. The scope includes Tank Mixers complete with motor electric drive, gear assembly, bearing, coupling, mountings, mechanical seal, shaft & impellers, commissioning spares, etc. Technical specifications and datasheets are only indicative. Contractor shall carry out detailed design & selection of Mixers and all components. Painting shall be carried out as per the approved painting procedure. Scope includes preparation and submission of documents (General Arrangement, detail drawings, calculations, etc.,), providing necessary accessories,special tools, foundation bolts, installation (including grouting as required), testing, commissioning, painting, etc. as per drawings, technical specifications and applicable codes and standards. The scope shall include Filter Bag (Polypropylene), Catridge, filter housing, DP gauge, elements, fasteners, installation and commissioning spares, etc., per technical specifications and datasheets and contractor shall carry out detailed filter selection and mechanical design for all components. Supply, fabrication, installation & testing as per drawings and specification shall also be in the scope of bidder. Mechanical design and providing loading data for foundation design of the equipment to Civil Contractor. Painting shall be carried out as per the approved painting procedure.
