They Are Characterized By The Criticism That Has Its Functioning In The Safety Of People And The Trains Commercial Service, Being Necessary A Very High Availability Of Most Of Its Elements To Guarantee Its Continuity, Availability, And Reliability. For High Voltage Power Facilities, Royal Decree 337/2014 Of May 9, Which Approves The Regulation On Technical Conditions And Safety Guarantees In High Voltage Electrical Installations. In It, It Is Established In Its Complementary Technical Instruction Itc-Rat 22 The Obligation That The Owners Of The Affected Facilities Sign A Maintenance Contract With A Installation Company For High Voltage Facilities, In Which It Is Responsible For Maintaining The Installation In The Due State Of Conservation And Operation. This Contract Must Be Kept In Force While The Installation Is In Service. Additionally, For High Voltage Electric Lines, Royal Decree 223/2008, Of February 15, Which Approves The Regulation On Technical Conditions And Safety Guarantees In High Voltage Electric Lines, Requires That The Head Of The Facilities Hire The Maintenance Of The Lines, In Order To Guarantee The Due State Of Conservation And Operation Of Them. Fgv Does Not Have The Necessary Personnel To Undertake The Tasks Subject To The Tender.
