Expression of Interest are invited for Invest in Childcare - Cross-Country Feasibility Assess on Opportunities for Private Financing. Publication Date: 04/23/2025 12:00 AM EDT EOI Deadline: 05/07/2025 11:59 PM EDT Description: The World Bank invites proposals from a firm to lead component 4 of the study: Assessment of potential for private sector financing (see Table 1) and analyze the feasibility for private financing and employer support to expand and improve the quality of childcare provision in a sub-set of 5-7 countries participating in the study. Under the supervision of the World Bank Global Study team and in close collaboration with World Bank country teams, the firm will analyze data which will be collected separately for the study through supply-side assessments; lead the collection of additional supplemental data, insights and perspectives (e.g. from financial institutions and employers); and produce analysis and insights highlighting the opportunities for private financing to feed into the country reports and the main global report for the study. Objectives of this contract: Assessments conducted by the firm will: 1. Estimate the size of the potential market for childcare finance and current financing gap for childcare providers within the targeted countries (based on data collected through the demand and supply side assessments).2. Segment the current market for childcare providers (including size, demographics and locations served, business models) to understand where financial loan products may/may not be viable. 3. Identify and assess the feasibility of potential loan products from financial institutions (Fis) that could support: (i) New providers to open quality childcare provision; and (ii) Existing childcare providers to expand their provision and/or improve the quality of provision. Assessments should be disaggregated in alignment with the market segmentation. 4. Identify and assess opportunities for employers to support childcare provision (e.g. through providing vouchers for employees or contracting providers). Assessments should be disaggregated in alignment with the market segmentation. 5. Produce recommendations on the role that banks, financial institutions, employers and other stakeholders can play to expand the childcare market and improve quality of provision to meet current and future demand for childcare. Countries of focus: The firm will conduct assessments in a sub-set of 5-7 of the 10+ countries taking part in the study. World Bank country teams are in the process of confirming participation, but potential countries include:o Africa: Ghana, Kenya, Nigeria, South Africa (2-3 provinces), Tanzaniao Middle East and North Africa: Moroccoo South Asia: India (1-2 states)Indicative timeline: The Invest in Childcare team are aiming to complete all draft reports by early 2026 for most countries. Individual country engagements will be phased in a way that ensures data and insights are available to meet necessary timeframes to feed into country-level dialogue and operations. Data collection for components 1-3 of the study will take place using a phased approach throughout 2025. Additional data collection for component 4 will be sequenced after some insights are available in the relevant countries (this is likely to be between June and November 2025). It is expected that analysis for this contract will be conducted after landscape reviews, demand-side and supply-side assessments are completed within countries so that findings can inform collecting supplemental insights (such as discussions with financial institutions about the demand for childcare services, and additional discussions with childcare providers to understand their financing needs).
