Tenders are invited for Consulting Support for the Consolidation of an Access Monitoring System. Closing Date: 25 Apr 2025 Type: Consultancy Context Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 75 years of experience in creating safer and more dignified living conditions for refugees and displaced people. NRC advocates for the rights of displaced populations and provides assistance in shelter, education, livelihoods and food security, information advice and legal assistance, water, sanitation and hygiene, and protection. We work in crisis situations in 31 countries, helping to save lives and rebuild the future of populations affected by displacement. In 2020, we helped more than 11 million people. NRCs Central and West Africa region is composed of the country offices of Mali, Burkina Faso/Niger, Nigeria, Cameroon, Central African Republic and the Democratic Republic of Congo. All countries are experiencing a deteriorating security situation, an increase in humanitarian needs and displacement due to conflict. The Regional Office for Central and West Africa, based in Dakar, oversees country operations in the region and provides strategic guidance and oversight across the core functions of the program, advocacy, and support. The rapid expansion of the conflict in the Sahel and the multiplicity of actors present in the territory have made it increasingly difficult to collect and forecast accurate and timely information. As a result, humanitarian actors and donors have identified a gap in the rapid, local context analysis that can create a common understanding among humanitarian organizations and across the three countries Niger, Mali and Burkina Faso (now called the Central Sahel). It is in this context that NRC has set up the 3A (Anticipated analysis on access) project to contribute to better strategic and programmatic decision-making at the field level and thus improve the humanitarian presence and responses in the Central Sahel. As part of the 3A project, a data collection system and a database to be filled in have been set up. The project is now finalized, but the access monitoring system has been taken over in another project, the SHARE2 project, from February 2023 to the end of April 2024. Today, after the completion of the SHARE2 project with FCDO, NRC continues to evolve its access monitoring system, to make it more accessible for the program teams and to do so and learn from the past months. After the update of the access monitoring form and the 1st handover work with the country teams, NRC is now looking for a consultant to be able to finalize the coaching and training work of the countries, and to support the future MI advisor at the regional level in the taking up of his or her duties, to achieve total autonomy of the project. Expected results of the consultancy In close collaboration with the Regional Advocacy Manager and the Regional Access Advisor, the work expected of the consultant is defined below: Update of the access monitoring methodology for the Central Sahel, based on the old methodology (word document) Support for the conceptualization of a simple database visualization system in conjunction with the overall Access team (explanatory document) Coaching sessions of the access monitoring focal points in the three Central Sahel countries, including for the presentation of the tool to new partners in the countries Support for the new regional MI, for the handling of the access monitoring tool and the work of a hotline with the countries Implementation timeline and expected results The technical offer must be based on a maximum duration of 10 days. The contract is expected to start on May 1, 2025 and end on July 31, 2025. Qualifications of the consultant Experience in Humanitarian Access and Information Management at least 5 years Professional experience and knowledge of Central and West Africa, particularly the Sahel. Fluency in French, both written and oral.
