Tenders are invited for Consultance - Évaluation du marché et des besoins à Kinshasa, RDC Closing Date: 17 May 2025 Type: Consultancy Themes: Education/Gender Consultancy - Market and Needs Assessment in Kinshasa, DRC (Focusing on youth, entrepreneurship and accelerated learning) Title: Short-term counselling Assessment of the market and needs for youth programmes in Kinshasa (INUKA project) Localization: Kinshasa, Democratic Republic of the Congo (more precisely four municipalities selected within Kinshasa intra-muros representing the diversity of the city) Supervised by: War Child Canadas Country Director in the DRC (based in Kinshasa) Supported by: Project Manager based in Kinshasa Technical Specialist in Monitoring and Evaluation (Canada) Senior Manager - IP (Canada) Context: War Child Canada is a Canadian-registered international humanitarian organization with over twenty years of experience working around the world with conflict-affected communities, primarily in sub-Saharan Africa. War Child Canada takes a community-based approach to conflict in its actions, recognizing the complexities of conflict and its impact on children and their families. War Child Canada has been working in the DRC since 2005, delivering quality programming and achieving results through trusting relationships with communities, local organizations, government, and other education and protection stakeholders. As part of the preparatory phase of the INUKA project in Kinshasa, and in anticipation of future entrepreneurship and accelerated education programming, War Child Canada is launching this consultation to assess the educational and socio-economic needs of youth aged 12 to 35 in Kinshasa, identify market opportunities, and propose strategic directions for sustainable and inclusive programming. Objectives of the consultation: This study aims to identify the needs of young people, especially women and girls, as well as displaced populations (internally displaced persons and refugees), in Kinshasa in the education and livelihood sectors, with a focus on disability and gender mainstreaming. It will also provide strategic and operational recommendations on opportunities to address these needs. Specific objectives: Assess the needs of vulnerable youth, especially women, girls and displaced populations: Primary and secondary education Transition from secondary education to higher education or the world of work Accelerated Learning and Alternative Education Programs Vocational training and entrepreneurship support Carry out an analysis of the local market in the selected communes in Kinshasa in order to: Identify high-demand goods and services Analyze local supply chains, pricing, start-up costs, and sustainability Map company size, sectors, and ownership (with a gender analysis) Understand young peoples perspectives and aspirations, including their perception of meaningful and dignified work and social innovation Analyze gender and disability-related barriers and opportunities in accessing entrepreneurship, education, and support services List existing education and livelihood service providers and stakeholders (e.g., vocational training centres, business incubators, business support organizations, etc.) Provide strategic and operational recommendations to: Project design Programming approaches adapted to the urban context of Kinshasa Geographic and demographic priorities Potential partnerships Sustainability, inclusion and capacity building Approach and expected results: The consultant will use a mixed approach (qualitative and quantitative), including but not limited to focus group discussions, key informant interviews, surveys, direct observations, and a review of secondary sources to collect qualitative and quantitative data related to the objectives of the study. Résultats attendus : Le consultant sera chargé de : Concevoir des outils de collecte de données et des questionnaires (en collaboration avec les équipes de War Child Canada en RDC et au Canada) Identifier les groupes de répondants et définir la méthodologie déchantillonnage Coordonner et superviser les équipes de collecte de données Effectuer le nettoyage, lanalyse et linterprétation des données Rédiger et soumettre le rapport final et les éléments livrables associés Produits livrables : Rapport initial (méthodologie détaillée, plan de travail et stratégie de collecte de données) Outils de collecte de données et résultats bruts Résumé des principales conclusions Projet de rapport (pour examen) Rapport final (en français ; version anglaise est un atout) comprenant : Résumé (2-3 pages) Tableaux de données désagrégés Recommandations claires et réalisables Annexes : méthodologie, outils, données brutes Documentation des limites et stratégies datténuation Présentation des résultats (diaporama + oral) Profil du consultant : Expérience confirmée dans la recherche et lanalyse de programmes (éducation, formation pro, développement économique) dans des contextes fragiles Expertise en égalité des sexes et inclusion sociale Solides compétences en recherche, analyse de données et rédaction de rapports en français Connaissance approfondie des projets déducation, dengagement des jeunes, de moyens de subsistance et entrepreneuriat en RDC Expérience avec une ONG internationale Excellente communication en français et lingala ; anglais est un atout Expérience en cartographie/évaluation des partenaires et diligence raisonnable Be legally entitled to work in the DRC Duration and timetable: Mission planned between July and September 2025 (subject to confirmation of funding). The final deliverables are expected by September 30, 2025. Logistics and budget: War Child Canada does not provide logistical support. The consultant is responsible for all arrangements in the field. A detailed financial proposal must be attached to the application.
