Expression of Interest for Monitoring and Evaluation Specialist 2. Reporting to the General Manager through the Project Manager. The scope of assignment for the Monitoring and Evaluation Specialist shall include:- a. Ensure that the project achieves its goals and corresponding objectives and targets and be responsible for: Implementing the Results Framework as contained in the PAR, to capture impact, performance and results, including monitoring, evaluating and reporting on it; Reporting results on M&E activities and indicator results for progress and annual reports, as appropriate; Provide support in writing strong and successful proposals for new donors as the case may be; b. Establish and maintain basic Monitoring and Evaluation system for the project that ensures a proper flow of information to and from the project stakeholders and the PIU, and that provides timely and adequate information for decision making by Project Management and the Executing Agency. This includes establishing methods for collecting, interpreting and consolidating information relating to the project log frame indicators, as well as interim indicators that will be measured to assess project progress and results. Special attention shall be placed on cross cutting issues of gender, poverty, environment and climate change. c. Responsible for the development of monitoring and evaluation policies, standards, and guidance as well as oversight compliance of same, which included developing performance management plans, selecting indicators and developing targets, conducting evaluation, surveys, assessments etc. d. Organize and undertake a baseline survey for the start of the project implementation, ensuring gender disaggregated data of all relevant project indicators. e. Review on regular basis the status of project implementation with a view of adopting corrective measures and bringing to the attention of project management any problems/issues arising thereof which may impede the implementation of the project; f. Lead the preparation of quarterly and annual Work Plans and Budgets for the project, in liaison with PIU staff and with the support and inputs from other technical specialists. The M&E specialist will also be responsible for the timely preparation of quarterly and annual project implementation reports which will contain evaluation of progress against the project objectives and outcomes, and planned outputs and activities. The same responsibilities will apply to Programme Mid-Term Review and Project Completion Reports. g. Support and participate in project supervision missions undertaken by the project financiers, including the prior mission arrangements and providing all M&E information required by the missions in accordance with mission requirements. h. Draft TOR for project results surveys, where necessary, and supervise the recruitment of the necessary service providers in liaison with the procurement specialist. Give relevant backstopping to project implementers; i. Responsible for Project start-up workshops, annual review workshop and other such relevant activities aimed at assessing project progress, as may be applicable; j. Provide selective M&E training to increase capacity of stakeholders involved in M&E related to the project; k. As needed, provide support to counterparts within the Akure Water Corporation in setting up the performance monitoring framework of the Corporation to facilitate a smooth transition between project activities and the operations of the Corporation. l. Perform any other duty assigned by the Project Manager. 3. The Ondo State Water Corporation now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services, experience in similar assignments (Curriculum Vitae (CVs), description of similar assignments, experience in similar assignments, etc.). The Consultant should demonstrate the following qualifications and experience: i) A Masters Degree in Social Science, Economics or Statistics or related discipline; additional post graduate qualification in project management and M&E is an advantage. ii) Minimum of 5 years working experience, of which at least 3 years in bilateral or multilateral donor-funded programme with specific responsibility as M&E specialist. iii) Familiarity with development partner frameworks for results monitoring. Experience with AfDB or WB frameworks is an advantage. iv) Working knowledge of social equity projects / programmes and familiarity with conducting gender sensitive baseline survey is an advantage. v) Computer literate with demonstrable proficiency in Microsoft Word, Excel, Project and Access, or equivalent and have the ability to develop, install and manage databases. vi) Excellent writing, presentation and interpersonal skills. vii) Excellent analytical skills and ability to effectively communicate with a broad range of audiences.
