The Plan Must Delivers The Following Objectives:• Present A Comprehensive Vision For The Future Planning And Development Of The Sir Zelman Reserves As A Key Municipal Sports And Active Recreation Zone To Support Sustainable, Inclusive And Diverse Participation. • Offer Guidance To Council On Delivering Renewals Or Upgrades For Sports And Recreation Assets In The Area In A Financially Constrained Setting. • Ensure The Sports And Recreation Infrastructure Is Future-Ready And Includes Consideration Of Synthetic Turfs, Sports Grounds And Infrastructure Layout, And Renewal And Upgrade Works. • Plan For Climate Resilience, Biodiversity Outcomes, Flood Management And Preservation Of Cultural Heritage, And Incorporate Sustainable Practices Aligned With The Councils Carbon Targets. • Incorporate Climate-Resilient Vegetated Areas And Tree Plant To Create Biodiversity Zones And Urban Greening And Cooling.• Recognise And Embed Existing Understanding Of First Peoples Cultural Heritage And Values In Order To Respond To Future Cultural Heritigate Management Plan • Include A Comprehensive Implementation Plan That Transitions From The Current State To The Future State, Along With A Thorough Cost Plan And Prioritisation Of Work.• Ensure Stakeholder Engagement And Consultation That Is Inclusive Of All Site Users, Including Special Priority Groups. The Plan Must Take Into Account The Diverse Stakeholders And User Groups Of This Site, Both Now And Into The Future. • Expand On Existing Passive Recreation Usage Including Pedestrian And Cyclistin Connectivity. • Address Important Feedback From Sports Clubs And Community Groups, And Respond To Community Concerns Regarding Safety. • Respond To Planning Overlays And Flood Management Plans, Including Proposed And Forecast Special Landscape Overlays. • Consider And Plan For Cultural Heritage Overlays • Respond And Integrate To The Gardiners Creek (Kooyongkoot) Trail Zone 2 Master Plan, Including Pre-Existing Consultation Undertaken For Neighbouring Sites In The Masterplan • Demonstrate Principles Of Accessibility, Gender-Sensitive And Universal Design While Aligning With The Council’S Fair Access Objectives. • Enable The Flexibility To Respond To Changes In Resources And Budget, And To Leverage Opportunities For External Funding, Including Grants Such As The Sports And Recreation Victoria Local Sports Infrastructure Fund Program. • Support Advocacy Initiatives That Will Improve Interfaces Between The Council And Third-Party Assets And Infrastructure
