Expression of Interest For Consulting Firm (National) (Lump-Sump)

Expression of Interest are invited for Consulting Firm (National) (Lump-Sump) Title Of Service: Providing Consultancy Services for Comprehensive Feasibility Study to Develop for the purpose of Catering Traffic Congestion in the Road Section from Oxygen Junction to Hathazari Junction of Chattogram (Oxygen)-Rangamati National Highway (N-106) under Chattogram Road Division during the year 2024-2025 Brief Description of Assignment: The Road Section from Oxygen Junction to Hathazari Junction of Chattogram (Oxygen)-Rangamati National Highway (N-106) is the main corridor of Rangamati & Khagrachari districts. This road stretch is heavily congested due to the traffic movements towards these two famous tourist destinations, namely Rangamati & Khagrachari districts. The Government of Bangladesh (GoB) has decided to cater traffic congestion at this Road Section by widening, construction of By-pass or Grade Separation or whichever is suitable for the proper road development. The GoB has allocated public funds for engaging a consulting firm for Comprehensive Feasibility Study for the Improvement of the Road Section by means of widening, construction of By-pass or Grade Separation under Chattogram Road Division. The consultancy services for comprehensive feasibility study include but not limited to the following: 1. Fixation of Alignment (with proper solution to cater traffic congestion at the Road Section from Oxygen Intersection to Hathazari Intersection) 2. Land Acquisition and Resettlement Plan 3. Social Impact Assessment 4. Detailed environmental studies such as EIA (Environmental Impact Assessment), IEA and prepare EMP (Environmental Management Plan). In addition, with that have to manage Clearance from Department of Environment and seeking NOC from Department of Forest. 5. Road Safety Audit 6. Forecasting of Traffic 7. Detail Topographical Survey and Geotechnical Investigation 8. Preparation of 3D animation. 9. Examine Existing Road Pavement Layer. 10. Preliminary Structural Design of Road/Flyover/Bridge/Culvert/Other Structures (if any). 11. Estimation of Bill of Quantities (BoQ) 12. Manage NOC from other Department if necessary. 13. All the reports and prepared documents have to be submitted in the form of hard copy (10 sets) and Soft Copy (PDF format). 14. Other services as per instruction of the employer. Experience, Resources and Delivery Capacity Required: The Firm should be nationally or internationally reputed. Interested Consultancy firms must provide information indicating that they are qualified to perform the services (Registration Certificate, Registered Address, Legal Status, Brochures, Company profile (including management, personnel, firms specialty, performance), Description of Similar Assignments (List of rendered services in last 5 years for: (i) Feasibility study of Road/By-Pass Construction (ii) Feasibility study of Fly-over Construction (iii) Detailed Design of Road/ Flyover Projects in Bangladesh/ Other Countries), Experience in Similar Conditions, Average annual turnover over the last 5 years, Availability of Appropriate Skills among Staff, Number of Highway and Bridge Engineers, those who belong to the firm more than a year and average working experiences (years) of those Highway and Bridge engineers etc.). Following information should be provided for the experience certificates: Clients name, Nature of services, Contract amount, Man-months included in the contract, duration of the service with actual commencement and actual completion date; A Firm may constitute Joint Venture to enhance their capabilities. Interested firms may associate with other firm (Local or Foreign) to enhance their qualifications. The formation of joint venture shall be done on non-judicial stamp paper of value BDT 300/-. The share and role of each partner of the joint venture shall be mentioned clearly in the agreement. Key Professionals: Senior Bridge Engineer & Pavement Specialist as Team Leader, Highway Engineer, Structural Engineer (Design), Pavement Engineer (Design), Geotechnical Engineer/Foundation Engineer, Social/Resettlement Specialist, Environment Specialist, Economic & Financial Expert etc. * Duration of the Service 6 (Six) Months. Other Details (if applicable): Submission of EoI shall be in closed envelope mentioning the name and address of the applicant, EoI ref. no. & date addressing the EoI issuing authority in 2(Two) copies; 01 (One) marked as ORIGINAL and other as COPY in separate envelope in the form of bound book, both the ORIGINAL and COPY shall be inside a single envelope. The applicant shall put the page number on EoI documents serially and authorized person shall sign on every page.
