Quotation are invited for Provision for Aligning the IDP with District, Provincial and National Imperatives. Project Objectives The main purpose of this project is to ensure sustainable integrated development planning through development of credible, legally compliant IDP that prioritises the following: Consideration of all legislative requirements in the IDP review process. Consideration of National, Provincial District strategic documents including the IDP Guidelines, Provincial IDP Assessment Criteria, Credible IDP criteria in IDP preparation process. -9- Formulation of Council objectives that are aligned with the following National, Provincial and District strategies: National Development Plan National Key Performance Areas National and Provincial Priorities Provincial Development Strategy District Growth and development strategy District development model Alignment of the IDP with Municipal Budget, District IDP and IDPs of neighboring Municipalities as well as ensuring an Implementation Plan of the IDP projects and programmes which includes a Capital Investment Framework and Performance Management System. Identification of critical issues and suggestion of relevant strategies/solutions Location: District Context The uMshwathi Local Municipality (LM), (KZN221), is strategically located within the uMgungundlovu District Municipal area, to the north of UMsunduzi Municipality. UMshwathi is sharing a common boundary with Msunduzi, uMngeni, Mpofana, Mkhambathini, uMvoti, Ndwedwe Local Municipality and Ethekwini Municipality. Covering a land area of approximately 1811 km². The Municipality covers an area of approximately 1811 square kilometres in extent. The provincial positioning of uMshwathi accommodates secondary movement systems, which aim at providing efficient and effective access e.g., the R33 (Old Greytown Road) serves as the major/ main movement corridor between the N3 and the capital Msunduzi Municipality. Hence, due to these as well as many other characteristics, there is a clear reflection of the R33 being a primary development and access corridor offering a range of opportunities for investment in relation to the province. The R 614 links The inland with Dube Trade port and King Shake. Project Milestones Analysis During this process the supplementary information required for the revision of the IDP will be identified and actions will be launched to collect the necessary information. This information will also comprise meetings/negotiations with Provincial Departments in order to monitor progress on provincially/Nationally funded projects as contemplated in the IDP document. During this phase the situation regarding the appointment and conducting of sectoral strategic plans will also be monitored. Strategies -10- The process comprises the revision/confirmation of priority issues as listed in the previous IDP. Based on the activities conducted and the findings/outcomes of certain actions, the technical team will now be able to revise/elaborate and confirm the issues from the previous IDPs. Strategies constitute the game plan or map to assists the municipality to progress from where it is to where it wants to be. Projects This phase is a formulation of projects proposal and programm to ensure that the objectives and targets of the project deliverables are aligned and remain aligned with the outcomes of the project within the municipality. Projects emanating from the strategies and priority issues will be revised and confirmed and where necessary additional information on project details will be obtained. Integration Projects and programmers must be included in the IDP in this phase, all identified projects and sectoral operational business plans must comply with the municipalitys strategies (KPAs and development objectives). All the identified sectoral operation business plans and projects are aligned with that of the UMgungundlovu District Municipality, Provincial and National Sector Departments plans and programmes to secure funding from National and Provincial Departments. All stakeholders must have access to the draft and Financial IDP and allowed to articulate their concerns to ensure that the process does not becomes an endless exercise. This is done within 21 days as required by the Municipal Planning and Performance Management Regulations 2001. After the completion of the IDP compilation process, the IDP document must be presented to the Council for consideration and adoption to enable the District to adopt its IDP Tender Link : https://umshwathi.gov.za/scm-business/
