The Purpose Of The Procurement Is To Evaluate The New Municipal Law Of June 22, 2018 No. 83. The Goal Of The Evaluation Is To Find Out If The Most Central Changes In New Law Work Well And Have Had The Desired Effect And Whether The New Municipal Law As A Whole Also Works As It Should. This Is A Basis For Later Being Able To Assess Any Adjustments To The Regulations And/Or Other Measures. The Evaluation Will Include: Build On Existing Relevant Sources Of Knowledge, Reports And Evaluations, Including The Organizational Database And The Report From The Preliminary Project For Evaluating The Municipal Law From 2020, See Pre -Project On Evaluation Of The New Municipal Law - Regjeringen.No. The Pre -Project Will Be Part Of The Basis For The Assignment, But The Assignment Is Still A Separate And Independent Assignment. The Pre -Project Should Only Be Used As Far As Relevant And Appropriate. The Overall Main Themes To Be Evaluated Are Elected Organization, Participation Councils, Remote Meetings, Elected Rights Of The Elected Representatives, The Inter -Municipal Cooperation, The Municipal Directors Role And Task, The Relationship Between The Elected Representative And The Municipal Director, The Cfo, Self -Control (Self -Control (Incl. Internal Control) And Legality Control On Their Own Initiative. The Assignment Has Two Deliveries, A Sub -Report And A Final Report. The Sub -Report Shall Mainly Evaluate The Collaborative Models Inter -Municipal Political Council And Municipal Task Community, The Requirement For Ownership Report, And Any More Topics That Are Agreed In Dialogue With The Client To Be Included In The Sub -Report. The Sub -Report Will Be Delivered To The Client No Later Than December 1, 2025. The Final Report Shall Mainly Evaluate The Other Topics That Follow From The Assignment Description, With Any Adjustments Agreed In Later Dialogue With The Ministry. The Final Report Is Delivered To The Client No Later Than December 1, 2026. The Estimated Value For The Acquisition Is Up To Nok 4,000,000 Excl. Vat.
