Tenders are invited for Asesoría PMEA proyecto RET-vitaliza Closing Date: 6 Apr 2025 Type: Consultancy Objective of the assignment To support the local implementing partners (co-applicant) and BfdW (as coordinator of the action) to ensure compliance with the EU INTPA (International Partnerships - EC) rules and regulations, in particular with regard to PMEA, including the design of a PMEA system. Strengthen staff capacity in terms of PMEA and in relation to EU INTPA procedures for reporting, financial management, recruitment, procurement, communication and visibility. Participants involved The participants involved in this process are the BfdW Regional Office for Central America, especially the coordinator and the accountant accompanying the project, as well as the project teams of the two Honduran partner organizations Centro de Desarrollo Humano (CDH) and the Christian Organization for Integral Development of Honduras (OCDIH). Purpose of the provision of services The consultancy focuses on the design of a PMEA system for the project in question and the qualification of the personnel working on the project and who, due to their function, are responsible for the collection of information and the preparation of narrative and financial reports. Activities to be carried out Develop and implement an effective PMEA system, as well as the capacity building of the digital PMEA system to staff and key stakeholders, which will last throughout the duration of the project (4/2025 2/2028). This will include: o establishing a digital PMEA system for the project, allowing for joint data entry, collection and analysis; the SMEA system should enable the consortium to monitor the implementation of activities, outputs and the achievement of objectives and indicators (as defined in the logical framework); allow the monitoring of the budget and the expenses executed by each of the partners; and digitally store the complete documentation related to the project. In addition, the PMEA system should include a dashboard and database interface, as well as be able to produce automated information and reports (according to the EU template) for full transparency. o Support to all project staff in monitoring and compliance issues throughout the implementation period via teleconferencing and email. Conduct a baseline study on the context of the project and establish the baseline for the logical framework of this project, which will be delivered as a final version by the end of June 2025 (May 2025 as a draft). This baseline will also form the basis of the projects PMEA system and processes. Planning, facilitation and documentation of a 3-day kick-off workshop (in Santa Barbara, Honduras) scheduled for the end of May 2025. This involves : either capacity building of staff and key actors selected from the programme in terms of project management, EU INTPA, accountability , public procurement, financial management procedures (including the third-party financial support fund (FAFT)), visibility; human rights-based approach, participatory planning, gender-sensitive tools for data collection and reporting; or the analysis of organizational capacities for subsequent tutoring and online training; o Training in the use and adjustments of digital project management, data collection and reporting tools (PMEA); or presentation of a methodological proposal for a baseline study or facilitate detailed planning of the first year of implementation; or the preparation of the projects communication and visibility plan based on EU guidelines. Planning, facilitation and documentation of two annual review and planning workshops (final year 1 and 2) and one final workshop (in Honduras, city to be confirmed). Tasks include: o capacity building of staff and key actors selected from the programme in terms of EU INTPA project management, accountability , public procurement, financial management procedures (including the Financial Support Fund for Third Parties (FAFT)), visibility; human rights-based approach, participatory planning, gender-sensitive tools for data collection and reporting; o support in the preparation of the EUs annual and final reports (narrative and financial) o planning for the following year, including budget forecasting, to review and discuss the previous year Scope of service We request a technical and financial offer that takes into consideration the needs of digital and face-to-face support (4 workshops in Honduras of 3 days each) based on our payment conditions.
