General Procurement Notice for Strengthening Productive Capabilities of Leather Manufacturing Industries and SMEs in Rwanda. The principal objective of this project is to support Rwandas inclusive and sustainable economic growth through the Strengthening productive Capabilities of Leather Manufacturing value chain in the country. The specific objectives are: a. To strengthen value addition along the leather manufacturing value chain, including incorporation of circular economy principles such as reducing, reusing and recycling materials. b. To conduct feasibility studies, environmental and social impact assessment and develop engineering designs, for the establishment of Tannery Special Economic Zone (SEZ). c. To build the capacity of the leather manufacturing Small and Medium Enterprises (SMEs) for growth through trainings and short courses, study tours and curriculum development by the Integrated Polytechnic Regional College (IPRC) and Technical, Vocational Education and Training (TVET) institutions for the leather sector. The mode of procurement is through tendering in accordance with Rwanda Public Procurement Law, Rules & Regulations. 3. The project includes the following components: Component 1: Strengthening sustainable production capabilities of leather processing SMEs with Value addition along leather manufacturing value chain. This component seeks to support the leather sector to enhance and strengthen value addition along the value chain. Rwanda is naturally endowed with large animal resources suitable for the processing of valuable skins and hides used in the leather Sector. The sector has the potential to grow and contribute meaningfully to the countrys GDP. The component will provide relevant support to the value chain actors with the appropriate equipment and machinery to increase their production capacities in order to add value and improve on the quality of leather products in the country. Component 2: Feasibility studies for the establishment of Tannery Special Economic Zone ( SEZ). This component involves conducting feasibility studies for the establishment of Tannery Special Economic Zone in Rwanda. It will also include currying out an environmental and social impact assessment, as well as preparing engineering and technical designs for Tannery Special Economic Zone to facilitate the processing of animal skins and hides in the country. As the leather sector is one of the sectors identified with high potential for growth and development, the government of Rwanda is providing support to enhance its growth and competitiveness in the country. The countrys many small scale leather operators and actors processed skins and hides for manufacturing of the leather products. Although Rwanda produces large quantities of raw skins and hides, they dont have adequate tannery facilities to process these skins and hides into leather raw materials. Therefore, establishing a tannery SEZ will alleviate the current the problem of leather raw materials. Component 3: Capacity Building of the leather value chain actors for growth and development. This component involves possession of the relevant capacity and technical know how by the leather value chain which is critical for the growth and development of the leather sector in Rwanda. It will enhance effectiveness, efficiency, and productivity in the sector. In addition, help to promote competitiveness of the Rwandan leather products in the local, regional and international markets. this component aims at building the capacity of relevant players along the value chain, including the vocational skills training institutions, trainers / teachers, skin and hide collectors, and collection centers. It will also identify critical skills of the sector that are currently not being offered in the country and develop curriculum for their inclusion. Component 4: Project management, coordination and reporting This component involves the management and implementation of the project, including tracking progress, reporting, financial management, procurement, audit, monitoring and evaluation and communication. It will ensure the timely and efficient achievement of the project outputs and outcomes. The project team will undertake project management, coordination, and delivery of the project.
