Tenders are invited for Women, Peace and Security Project Final Evaluation. Palestinian Women and Girls Lead and Engage on Women Peace and Security in occupied Palestinian territory (oPt) The project aims to create an enabling environment that empowers Palestinian women and girls to combat violence and enhance their agency in state, security, and peacebuilding processes. It has three intermediate outcomes: 1. Enhanced prevention of and protection from violence and human rights violations. 2. Increased meaningful participation of women, girls, and womens rights organizations (WRO) in decision-making processes at local, national, and international levels. 3. Strengthened accountability for the rights of women and girls at national and international levels. Required Qualifications The consultant should have a team of experienced evaluators with expertise in gender and Women, Peace, and Security (WPS), evaluation methodologies, and both qualitative and quantitative data collection and analysis according to the IOB Evaluation quality criteria (ANNEX I). Proven expertise in designing and implementing monitoring and evaluation methodologies, particularly in humanitarian or development contexts at national or international levels, experience in gender Justice programs and projects in preferable. Have a research team with documented extensive experience on similar evaluations of civil society projects, preferably on Womens Peace and Security in Palestine. Extensive research knowledge and analytical skills, including strong conceptual, critical thinking, and analytical abilities. Advanced interpersonal and communication skills (verbal and written) in both Arabic and English. Have an access to the West Bank, East Jerusalem and Gaza Strip to undertake all related research activities under this consultancy. Experience working with vulnerable populations or in conflict-affected settings, demonstrating sensitivity and understanding of the unique challenges faced by these communities. Proficiency in data analysis software and statistical tools (e.g., SPSS, STATA, R) to effectively analyse and interpret quantitative data. Strong qualitative research skills, including the ability to conduct interviews, focus group discussions, and participatory methodologies. Tender Link : https://www.jobs.ps/en/tenders
