Plan Internationals Regional Hub for the Americas publishes the Terms of Reference for the Pre-selection of consultants specialized in context and social analysis, needs assessments, formulation of projects with a development or humanitarian approach and with a focus on childrens rights. The Business Development teams at Plan International have to respond to different funding opportunities and sometimes internal capacities are not enough for this. Strategically, the need to outsource some of these processes at the regional level has been seen, since the time, efficiency and quality of the analyses and/or formulations can be optimized if this work is carried out by an external expert, as long as it complies with Plan Internationals guidelines. Since 2003, Plan International has been working with a pool of consultants through which it has made multiple hires. On this occasion, Plan International wants to update the members of its pool of consultants, maintaining those who had previously applied and adding possible new applicants. JUSTIFICATION In order to guarantee greater organizational capacity to respond to the growing needs for social intervention of the communities where Plan works in development projects and of communities that are affected by humanitarian crises, Plan International in Latin America and the Caribbean seeks to create a pool of consultants who can be hired on an ad hoc basis. when the organization identifies a need for one-off support. GENERAL OBJECTIVE Pre-select consultants who meet the profile to update/form a pool of consultants pre-identified, pre-evaluated and pre-selected to be contacted when the organization seeks specific external support to carry out processes of: a) analysis of social contexts, b) stakeholder analysis, c) needs assessments and d) formulation of proposals and budgets to be presented to institutional donors of the development or humanitarian sector for the financing of projects to be implemented by Plan International and/or its partners. PURPOSE AND SCOPE A pool of consultants will be established with a validity of 1 year (renewable). The consultant must be located in one of the following countries: Mexico; El Salvador; Guatemala; Honduras; Nicaragua; Dominican Republic; Haiti; Colombia; Ecuador; Peru; Brazil Bolivia; Paraguay Panama (Regional Hub) The selected consultants must meet the following objectives: 1) Analyze the needs, the local social context and the context of actors involved around a specific social problem or a specific geographical location. 2) Collaborate with the Plan International team in the formulation of projects that address these needs. 3) Provide guidance and technical support in the preparation of project proposals and their corresponding budgets for donors of international cooperation (development and humanitarian) with a focus on donors such as INTPA, ECHO, USAID, BHA, BPRM, GFFO, BMZ, SIDA, among others.
