Expression of Interest for Selection of Consultancy Services for Assistance for Consumer Protection and Sensitization Actions Services Liberia - Digitization of Government Payments in the Mano River Union (DIGIGOV) Consultancy for Consumer Protection and Sensitization Actions Services. The ECOWAS Commission now invites Consultants (firms) to submit their expressions of interest for the services described above. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The criteria for preparing the shortlist are : (a) The firm will be expected to possess General experience (at least 3 years) in developing communication strategy, materials and campaigns; (b) Good Understanding of financial inclusion, digital finance and Development in Liberia or in the region; (c) Excellent project management skills are required to ensure follow-up and consultations activities across public and private sectors stakeholders. The project for the Digitisation of Government Payments in the Mano River Union (DigiGov MRU) is aimed at building capacity for resource mobilization and improve financial inclusion in three of the MRU countries; Guinea, Liberia and Sierra Leone. The project is expected to facilitate for the digitization and automation of operations of tax and customs authorities and other government bodies to improve public resource mobilization and management. It is also expected to promote effectiveness, efficiency and transparency in service delivery. The project is funded by the African Development Bank (AfDB). The component for Liberia is being executed by the ECOWAS Commission who have contracted project management to Linpico Sarl. The DIGIGoV Project in Liberia is expected to contribute to: i. ii. iii. Improved revenue collection as Person to Government (P2G) and Government to Person (G2P) transactions especially through mobile money transactions will encourage compliance as they are less expensive, more transparent and more convenient compared to cash transactions; Improved service delivery as P2G transactions will remove the complicated processes and procedures that require Persons physical presence at the government offices and banks; and Financial inclusion and formalization of SMEs as business operators will be encouraged to register their business to benefit from advantages accruing from P2G transactions and in some instances from G2P.
