Portfolio Management Services-Administration And Implementation Services Of The Financial Instrument Risk Capital Fund, Funded By The North-West Regional Program 2021-2027. The Contracting Authority Intends To Purchase The Services Of A Registered Or Authorized Fund Administrator As An Afia Or Which Will Be Registered As Afia (The Alternative Investment Fund Administrator - The Fund Administrator) According To Directive 2011/61/Eu (Dafia), For Implementation Of The Financial Instrument Called Risk Capital Fund, Financed By The North-West Regional Program 2021-2027. The Winning Bidder (Fund Administrator) Will Provide The Services And Will Carry Out The Activities, Which Are Stated Below And In The Purchase Contract, And Which Will Be Carried Out In Accordance With The Provisions Of The Purchase Contract And The Applicable Relevant Standards, As: • Preparation And Implementation Of The Necessary Actions. For The Establishment Of The Fund (Fia) With Risk Capital, In A Jurisdiction At Its Choice Within A Member State Of The European Union In Accordance With The Applicable Law (Including The Law Applicable To The Fia), Which Will Make Investments Through Financial Products In Final Recipients Eligible From The Northwest Region Of Romania; • Administration And Management Of The Investment Portfolio Of The Founded Fund, As Well As The Risks Related To The Investment Portfolio, In Accordance With The Purchase Contract, The Constitutive Documents Of The Fund And The Applicable Legislation (Including Directive No. 2011/61/Eu); • Attracting Capital Commitments From Independent Private Investors At The Level Of The Fund And/Or Co-Investments At The Level Of The Final Recipients Through Co-Investment Schemes, Depending On The Nature Of The Tenderers Proposal; • Identifying The Eligible Final Recipients And Eligible Investments, And Evaluating The Fulfillment Of The Eligibility Requirements Of Dogs And Eligible Investments, Including By Carrying Out The Analyzes Of The Allowed Financing/Investment, Potential Economic Viability Of The Investment, Etc., According To The Provisions Of The Procurement Contract. ; • Structuring, Negotiating And Making Eligible Investments Of The Fund In Final Recipients, In Accordance With The Investment Strategy, The Business Plan Attached To The Purchase Contract; • Monitoring And Evaluation Of Periodic Performance (Corresponding To The Reporting Periods) Of The Companies In The Fund Portfolio In Which Investments Were Made In Financial Products, Establishing And Monitoring The Key Results And Indicators, Including The Provision Of Assistance And Managerial Support To The Final Recipients In Relation To The Strategy Of The Strategy. Increasing Their Commercial Activities For Maximizing Their Profits, Making Continuation Investments (If Applicable), Administration Of Weak Performance Investments, Etc.; • Completing The Investments In Accordance With The Investment Strategy, The Investment Completion Strategy And The Business Plan Attached To The Purchase Contract; • Ensuring Relevant Distributions To Fund Investors; •
