Title: Request For Supply Arrangement – Ghost Gear The Department Of Fisheries And Oceans Canada Has A Requirement To Establish Supply Arrangements For Crews And Vessels Capable Of Retrieving And Appropriately Disposing Of Ghost Gear In Canadian Waters When The Need Arises. Dfo’S Retrieval Requirement Might Be Different Every Time Ghost Gear Is Reported Due To The Conditions, Location, Sensitive Habitats And Gear Type. Dfo Does Not Know The Specific Requirements Until The Location And Gear Is Observed. • Retrieval Activities May Include: Mapping Capacity (Ie. Side Scan Sonar Or Similar) To Identify Targets • Retrieval (By Various Methods Including But Not Limited To: By Hand From Vessel, Commercial Diver, Remotely Operated Vehicle (Rov), Barge And Excavator). • Transportation To Disposal Location Which May Require A Boat, Barge, Truck, Etc. • Disposal, Including Recycling When Appropriate Period Of The Supply Arrangement The Resulting Supply Arrangement Will Have No Defined End-Date And Will Remain Valid Until Such Time As Canada No Longer Considers It To Be Advantageous To Use It. Security There Is No Security Requirement For This Contract. Suppliers Working Under This Supply Arrangement Must Not Be Given Access To Sensitive Information Or Assets, And Must Be Escorted At All Times While On Dfo Premises. Trade Agreements This Requirement Is Subject To The Canada-Chile Free Trade Agreement (Ccfta), Comprehensive And Progressive Agreement For Trans-Pacific Partnership (Cptpp), Canada-European Union Comprehensive Economic And Trade Agreement (Ceta), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (Cpfta), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (Ckfta), Canada–Ukraine Free Trade Agreement, Canada-Honduras Free Trade Agreement, Canada-United Kingdom Trade Continuity Agreement, World Trade Organization–Agreement On Government Procurement (Wto-Gpa), And The Canadian Free Trade Agreement (Cfta). Mandatory Requirements Arrangements Will Be Evaluated In Accordance With The Mandatory Evaluation Criteria As Detailed In The Request For Supply Arrangements. Suppliers’ Arrangements Must Clearly Demonstrate That They Meet All Mandatory Requirements For The Proposal To Be Considered For Further Evaluation. Arrangements Not Meeting The Mandatory Criteria Will Be Excluded From Further Consideration. Mandatory Criteria M1 The Supplier Must Have Experience In One Or More Of The Following: 1. Surveying 2. Retrieving Ghost Gear From In Water 3. Transporting Ghost Gear 4. Responsibly Disposing Of Ghost Gear M2 The Supplier Must Have Valid Marine Liability Insurance Comprehensive Land Claims Agreements This Request For Supply Arrangements (Rfsa) Is To Establish Supply Arrangements For The Delivery Of The Requirement Detailed In The Rfsa To The Identified Users Across Canada, Excluding Locations Within Yukon, Northwest Territories, Nunavut, Quebec, And Labrador That Are Subject To Comprehensive Land Claims Agreements (Clcas).
