Expression of Interest are invited for Iraq - Climate Informed Public Expenditure Review Of The Water And Agriculture Sectors The Government of Iraq has invested heavily in the water, agriculture, and poverty nexus. This is largely driven by historical policies that have made the state the central manager of irrigation schemes and a significant actor in food value chains. There is a large network of at least twenty-seven government organizations, including ministries, State Owned Enterprises (SOEs), and government committees, that oversee management and administration of public support programs that cover all components of water supply, irrigation, and agri-food production. Given the complex nature of the institutions in the country and the priorities for the water-agriculture sectors, the Expression of Interest will need to include strategies to critically review the formulation and execution of the budget among a network of government agencies within the water-agriculture-poverty nexus. It will need to include a description of the data at the national, subnational, and institutional levels, that will be used to assess the overall budgeting process and system, identify inefficiencies, and suggest options for improvement, along with a reform roadmap for repurposing subsidies, with a view on social protection and climate vulnerabilities. The objective of this activity is to improve the understanding of the composition and priorities of public expenditure across the water-agriculture-poverty nexus by the various stakeholders involved in the agriculture and water sector.
