Feb 2025 Intervention Sector(s): Labor & Livelihoods Background Information The National Disability Allowance (NDA) program in Lebanon, established by the Ministry of Social Affairs (MOSA), UNICEF, and ILO in 2022 is a cornerstone initiative to support persons with disabilities. The programme provides regular social transfers to persons with disabilities, 15 to 30 years old, to address their immediate income security needs. While the NDA programme has achieved significant milestones in cash assistance delivery, addressing barriers to employment and linking beneficiaries to decent work opportunities remain priorities to enhance social protection beneficiaries livelihoods and promote social inclusion. Concurrently, the ILO has been providing technical assistance to the MOSAs Social Development Centers (SDC) in upskilling the institutional capacities in employment activation and referral to employment opportunities, developing a referral manual on coaching in collaboration with the ITCILO. These initiatives allowed the ILO to prepare a concept note for a pilot initiative to be implemented between April and May 2025, aiming at testing a referral mechanism that links NDA beneficiaries to labour activation opportunities, specifically short-term employment and cash-for-work initiatives. This pilot is expected to generate key lessons learnt for laying the groundwork to establishing an institutional referral system to employment for PWDs and other groups. The concept design of the referral mechanism identifies three main working areas: Labour demand mapping, where decent short-term employment and cash-for-work opportunities are identified and categorized by sector, required skills, geographic location, and duration. This step ensures alignment with decent work principles, with workshops provided by the ILO to job suppliers to promote inclusivity, occupational safety and health, social and environmental safeguards, with a particular attention to the pilot target group. Labour supply identification, focusing on gathering detailed socio-demographic and labour market data from social protection beneficiaries, in particular from the NDA programme. The work on the supply side will aim at assessing the beneficiaries employment aspirations, skills, availability, capturing the necessary information to conduct a classification of potential beneficiaries for matching with suitable opportunities. Matching and placement, involving the alignment of labour supply with demand through qualitative analysis of skills, preferences, and geographic considerations. A pilot unit within MOSA will verify participants interest through direct outreach, addressing concerns and finalizing shortlists for job suppliers. Selected participants will be connected to job opportunities, and periodic follow-ups through local social development centers (SDCs) will monitor the quality of working conditions, accessibility, and placement satisfaction, as well supporting the resolution of issues such as grievances, and workplace adaptation. Objectives of the Assignment The ILO seeks an external collaborator to support with the development and implementation of the pilot initiative. Under this initiative, the external collaborator shall: Update the labour demand survey. The ILO, in collaboration with KfW and the Cash-for -Work working group, have launched a labour demand survey targeting the identification of short-term employment and cash for work opportunities. The external collaborator is expected to contribute to the mapping process by enhancing and providing recommendations on the necessary elements to be surveyed. Develop a labour supply survey to collect detailed socio-demographic and labour market data of NDA beneficiaries. The labour supply survey will generate a structured dataset to classify beneficiaries and facilitate their matching with suitable opportunities based on their competences and availability. The external collaborator will provide suggestions on the modalities to administer the survey among beneficiaries. Conduct labour supply survey data analysis and develop a matching mechanism. The external collaborator will analyse the survey results preparing a survey report as well as in preparing long lists of respondents whose skills, preferences, and geographic proximity match available opportunities. The external collaborator will also explore the feasibility of an automated matching mechanism, flexible and with attention to minimizing misclassification. Support the development of processes for job placement and monitoring. The external collaborator will support the pilot unit in MOSA in preparing the necessary procedures to refine shortlists, conducting direct outreach to verify beneficiaries interest, addressing concerns, and ensure effective communication. The external collaborator will also assist the SDCs in developing a monitoring mechanism to collect feedback from workers and contractors. The objective is to produce an applicable and replicable labour activation framework for social protection beneficiaries, prepared in alignment with decent work principles and with the engagement of key stakeholders including cash-for-work partners and organisations of persons with disabilities. The collaborator is also expected to provide key actionable recommendations for a sustainable implementation and monitoring of the pilot, aiming at its long-term impact and scalability. Qualifications of the Consultant Advanced university degree in social sciences, labour economics, or a related field. At least 6 years of experience in employment promotion, economic development, labour market assessments, or related areas. Experience in labour market data analysis is an asset. Proven expertise in labour activation, decent work principles, and disability inclusion. Experience working with international organisations, the Lebanese Ministry of Social Affairs, and OPDs is highly desirable. Excellent communication skills and proficiency in English and Arabic.
