Expression of Interest are invited for Supply Chain Analysis in Türkiye Türkiyes strategic geographic location and robust connectivity position it as a pivotal player in global trade flows, with significant potential for growth. The country is actively enhancing its integration into global value chains by reducing trade barriers and strengthening regulatory frameworks. Despite substantial export earnings, Türkiyes trade relative to GDP remains lower than many peers, indicating room for expansion. Efforts to diversify export markets have reduced reliance on traditional partners like the EU, increasing trade with the Middle East, North Africa, and Asia. The logistics sector is transforming, with plans to modernize trucking and develop railways, addressing the high reliance on truck transport and underutilization of rail freight. Türkiyes transport infrastructure is vulnerable to climate and non-climate hazards, necessitating resilience and decarbonization efforts. The Türkiye Logistics Master Plan (2020-2053) aims to optimize supply chains, reduce costs, and attract transit traffic, supporting economic growth. Over the last decade, motor vehicles and clothing have emerged as prominent value chains, with significant export and import activities, particularly with the EU and MENA regions. The goal of this consultancy is two-fold: (a) to determine key opportunities to improve supply chain performance for selected commodity groups in Türkiye and (b) to assess the resilience of these supply chains to climate and natural disaster risks. For these three value chains, the consultant is expected to: A. Map and assess their supply chains for Türkiye, undertaking descriptive and diagnostic analytics to understand their performance and challenges. B. Assess the climate and natural disaster risks posed to the supply chains. C. Develop tangible and actionable recommendations for improving the overall performance of the two supply chains and making them more resilient to climate and disaster risks, including roles of different stakeholders. Consultants should note that the submitted proposals should be NO more than 50 pages (including annexes) Key Definitions: · Three categories of commodity groups/value chains to be evaluated are: (a) cars, tractors, trucks, and their parts, (b) knitted and non-knitted clothing accessories, and (c) dairy. The firm may proposed specific products within these broader commodity groups in the proposals. · The analysis will focus on key supply chain elements from a firms perspective: (a) sourcing and distribution of goods (including logistics, transport, and warehousing) and (b) inventory management. The focus of the analysis will be on the supply chain for commodities within Türkiye but should cover the points of entry/exit (border crossing, ports and so on) · Supply Chain Performance: The firm should define and measure concrete supply chain performance indicators that would be impacted by logistics and transport infrastructure and service delivery. Examples of broad performance indicators include order fulfillment rate, inventory turnover, lead time, supply chain cost, perfect order rate, cash-to-cash cycle time, supplier performance, customer satisfaction, return on assets, and flexibility and responsiveness. · Climate Risks and Natural Disasters to be evaluated include: a) extreme weather events (e.g. storms, floods, droughts, extreme heat), b) slow onset processes (e.g. sea-level rise), c) geophysical hazards (e.g. earthquakes). · Stakeholders: while the starting point of the analysis and resilience is the private sector (producers, logistics, and service providers such as financiers and insurers) linked to the commodities transported across the supply chains, other stakeholders to be considered are public sector (government agencies, utilities) and communities, their workers, producers, and natural resource. Duration: The duration of the assignment will be 9 months. Qualifications: The successful fulfillment of the scope of services requires professional qualification in the fields of; supply chain management, disaster risk management and related fields. Demonstrating experience in the Türkiye market is a significant plus. The team proposed by the consultant should possess at least the following expertise (one expert can meet more than one area of expertise): Supply Chain Specialist Masters degree in supply chain management, industrial engineering, or relevant expertise Good command of English language. Have at least 15 years of general professional experience. Have at least 10 years of relevant professional experience in the supply chain sector. In-depth knowledge of supply chain industry regulations. Demonstrated experience in preparation and implementation of similar supply chain management projects. Transport Specialist Masters degree in transport, civil engineering, or relevant expertise Good command of English language. Have at least 15 years of general professional experience. Have at least 10 years of relevant professional experience in the transport and logistics sectors. In-depth knowledge of transport sector of Türkiye. Demonstrated experience in preparation and implementation of similar projects. Disaster Risk Management and Climate Change Adaptation Specialist Masters degree in environmental/civil engineering, geography, natural sciences or other relevant discipline. Good command of English language. At least 10 years of general professional experience. A minimum of 5 years experiences as a disaster risk management and/or climate change adaptation specialist. Prior experience in supply chain and/or logistics applications of disaster risk management with a comprehensive knowledge of qualitative and quantitative risk assessment methods. Ability to analyze technical and complex disaster risk data and provide meaningful information. Stakeholder Engagement Specialist Bachelors degree in social science, communication or equivalent combination of education and experience in the communication (including conducting focus group discussions and key information interviews). Good command of English language. Have at least 8 years of general professional experience. A minimum of 5 years experiences in stakeholder consultations and engagements. Strong organizational skills with the ability to plan, coordinate, promote, and execute workshops of significant size and high-level participation with attention to detail. This core team shall be supported by other professionals (such as industry experts, Geographical Information Systems (GIS) expert, economist, logistics expert, and any other experts/engineers in relevant fields) as proposed by the Consultant.
