Following information shall be submitted as an eligibility requirement: 1. Notarized copy of Incorporation or Registration Certificates (including clear merger history, if any) shall be submitted for all the members of the Consortium Applicant/Company/Firm. 2. Notarized copy of tax registration certificate (VAT/PAN) of the Consulting firm in case of Nepalese consulting firm and Resident Foreign consulting firm. 3. Notarized copy of tax clearance certificate or proof of submission of income return (FY 2080/81 for Nepalese consulting firm and Resident Foreign consulting firm) shall be submitted for all the members of the Company/Firm/Consortium Applicant. 4. Self-declaration stating that all the members of the Company/Firm/Consortium Applicant are not in conflict of interest and not being black listing by GoN and Donor Agencies and with the subject consulting service and to adhere the code of ethics and the commitment to adherence to anti-corruption. 5. Self-declaration stating that none of the Members of the Company/Firm/Consortium Applicant has currently been debarred or black listed by the Government of Nepal and Donor Agencies Specially Asian Development Bank and Worked Bank. 6. Foreign consulting firm may associate (as a Joint Venture or sub consultant) with National firm in which case joint venture agreement or sub consultant agreement or intention to enter into it shall be submitted as eligibility requirement. 7. All submitted documents must be in English. The documents in other language shall be translated in to English and notarized copy shall be submitted. B. Minimum Pass mark is 70. C. Experience of the firm that is successfully or substantially completed within last 7 years (cut off date is last date of submission of EOI) shall be considered for evaluation. D. To secure the marks of the experience, the consultant shall submit the proof of successful /substantially completion (with project realization 90% or above the project cost) of works in the form of experience certificate issued by concerned authority. No marks will be awarded if experience certificate is not submitted. The experience certificate in language other than English shall be translated to English and notarized copy shall be submitted. While estimating the value of the works for Specific and Geographic experience of the firm, the value of the works after the completion date will be brought to present value considering the inflation of the United States Dollars based on overall consumer price index published by International Monetary Fund (IMF). If the value of the works is in currency other than USD, firstly, it will be converted to equivalent USD (based on the exchange rate published by Nepal Rastra Bank and if not there, from the website of central bank of the respective country) at the time of the contract and then inflated to present value using the same inflation factor published by IMF. E. The experience related to research and development of new variety, technology development, demonstration and training of new technology to farmers on commercial agriculture, preparation of suitable crop calendars for designated area etc. shall be considered for evaluation.
