Expression of Interest are invited for Consulting Firm (National) (Lump-Sump) Title Of Service: Request for Expression of Interest for Installation, Commissioning and Project Management Consultancy Service. Brief Description of Assignment: The Department of Disaster Management is inviting Expressions of Interest (EOI) from qualified consultancy firms for the planning, implementation, maintenance, and training related to the Disaster Recovery and Emergency Communication System. This project is crucial for enhancing the countrys disaster response capabilities, especially in the event of earthquakes and other major disasters. The selected firm will be responsible for the following key deliverables: Establishment Charge: Setup of the project office, including all necessary infrastructure. System Integration: Integration of hardware and software for core, radio, and transmission networks. This includes the establishment of a network monitoring center equipped with a network management system and call center. Establishment Equipment: Planning for equipment installation and commissioning, including roadmap development for the entire projects equipment lifecycle. Project Establishment: Project Manager hiring and planning according to the project requirement along with other manpower hiring Packing & Logistics: Supply Chain Management Planning with the course of the project. Training and related material development: Phase wise training planning. Network Planning: Overall network establishment and roll-out planning during the specific project timeframe. Factory Inspection: Visit plan for the authority and project related consultant(s) to inspect the equipment specs and parameters etc. Spare Parts: Spare parts requirement planning and alignment with the OEM for the warranty period and also plan for the post-warranty period of the equipment life-cycle. Annual Software Support & Maintenance: SLA and SOP for the maintenance and spares has to be developed. Experience, Resources and Delivery Capacity Required: For Consultancy Firm Successfully completed at least 3 projects in Disaster Management Network Planning, Forecasting and Warning System including/ or Cellular Communication Network in any countries within the last 10 years. For Key Person Consultant(s) of the participating firm should possess at least a Bachelor of Science degree in Electrical and Electronics Engineering (EEE)/ Telecommunication and Engineering from any recognized Engineering University. A professional certification in Telecommunication or advance learning certifications will be given preference along with the following must haves: Working Experience in Disaster Management, Forecasting and Warning System including Communication Network/ Multinational Telecommunications or Telecommunication Solution providers or Telecommunications Engineering Consultancy in any country as consultant or project manager on network implementation and commissioning. Working Experience with any government department related to meteorology, climatology and geophysics will be given preferred. Working Experience as project manager in delivering disaster management related projects including network and telemetric system Working Experience for Planning and Implementation of Core, Radio, Power and Transmission Network Other Details (if applicable): Applicants can deliver their Application by hand, mail, courier service to the address mentioned in the request for Application advertisement.
