Public Transport Services By Railways – Public Service Contract For The Provision Of Passenger Rail Transport Services On The Etoile Mancelle Lot. The Contract Is The Responsibility Of Two Organizing Authorities (Regions Of Pays-De-La-Loire And Normandy) Brought Together Within A Group Of Granting Authorities. The Services That Are Envisaged To Be Entrusted To The Operator Are In Particular The Following: - The Operation Of Regional Passenger Rail Transport Services In The Geographical Area Concerned; - The Exploitation Of Possible Complementary Road Traffic As A Substitute; - Management, Upkeep And Maintenance Of Materials, Installations And Equipment Necessary For The Performance Of The Service, In Particular Rolling Stock; - Reception And Information For Travelers In Regional Stations, In Addition To The Basic Service Provided By Sncf Gares & Connexions, And On Board; - Management Of Interfaces With The Infrastructure Manager And The Station Manager; - The Distribution Of Transport Tickets According To The Requirements Detailed In The Specifications (Mainly Points Of Sale), Relying On The Systems Made Available By The Regions; - Animation And Improvement Of The Effective Quality Of The Service Provided To Travelers; - Passenger Safety (On-Board Security Missions) On Trains And In Stations In Liaison With All Security Stakeholders; - Implementation Of Prevention Actions And Actions In Favor Of The Fight Against Fraud; - Commercial Communication And Promotion Of The Network, In Coordination With The Regions; - Finance And Build A New Maintenance Workshop, Including The Preparation Of The Land, The Design Of The Work, Its Construction Then The Operation Of The Workshop (The Actual Financing Would Be Provided By The Regions Or A Third Party With Public Capital Controlled By These Same Regions) . - Lead The Process Of Acquiring New Rolling Stock Necessary For The Operation Of The Lots Services As Well As The Parts Necessary To Maintain It In Operational Conditions; As An Indication, The Number Of Rolling Stock To Be Acquired Is Estimated As A First Approximation Between 40 And 45. The Type Of Rolling Stock Must Be Adapted For Medium Capacity Rail Transport, As Well As To Be Deployed On Rail Lines For Some Electrified And For Others Not Electrified; - If Necessary, Purchase The Rolling Stock, The Effective Financing Of Which Would Be Ensured By The Regions Or A Third Party With Public Capital Controlled By These Same Regions.
