At the request of the commune of Lacs 1 (formerly the commune of Aného), Maritime Region, Togo, supported by SEVES (Project Management Assistant) and the ARWP engineering office (project manager), the Aného Public Water Service Improvement Project (PASPEA) was developed to sustainably improve the level of drinking water service and school sanitation in the city of Aného. Originally developed on the basis of requests for extensions of the public water service from the commune of Aného (now the commune of Lacs 1), PASPEA includes a more global approach consisting of (1) improving and perpetuating the existing system by improving technical and economic performance, while optimizing the hydraulic operation of the network; necessary condition for (2) promoting the development of safely managed access through private connections, and at the same time guaranteeing access to a basic service at standpipes for less well-off populations, (3) promoting multi-stakeholder governance and consultation in the planning and management of the service and (4) strengthening access to sanitation in schools in priority establishments. Conducted in partnership with SP-EAU (Société de patrimoine Eau et Assainissement en milieu Urbain), TdE (Togolaise des Eaux), the commune of Lacs 1, PASPEA (2017-2023) consists of strengthening the drinking water supply system of Aného (rehabilitation of 3 water towers, replacement of 30km of pipes, interconnection work of sub-networks), developing user services (promotion of private connections, creation and rehabilitation of standpipes), supporting service stakeholders to improve the management and operation of the AEP (improving the performance of the TdE), experimenting with a local public policy for managing standpipes through the delegation of public service to a private operator, and sanitation in schools with the equipment of 2 schools with sanitary blocks and associated support measures. The project is being carried out with the financial support of the Syndicat des Eaux dÎle-de-France (SEDIF) within the framework of 4 financing agreements; of the Seine Normandy Water Agency (AESN) within the framework of 2 financing agreements; of the commune of Lacs 1, of the Société de Patrimoine Eau et Assainissement en milieu Urbain et semi-urbain (SP-EAU) and of Togolaise des Eaux (TdE). The PASPEA II project, which began in July 2017, has now ended. This final evaluation commissioned by SEVES focuses on the implementation, results and impacts of the project.
