Closing Date: 20 Oct 2024 Type: Consultancy Description of Context Djibouti, a small country strategically located in the Horn of Africa, faces significant humanitarian challenges exacerbated by its arid climate, limited natural resources, and regional instability. Persistent droughts and erratic rainfall have led to water scarcity and food insecurity, severely impacting rural and pastoralist communities. The influx of refugees and migrants from neighbouring conflict-ridden countries like Somalia, Eritrea, and Yemen further strains Djiboutis limited resources and public services. High levels of poverty, unemployment, and malnutrition, particularly among women and children, highlight the urgent need for comprehensive humanitarian assistance. Access to healthcare and education remains inadequate, and many communities are vulnerable to climate change and environmental degradation. Addressing these pressing humanitarian needs requires coordinated efforts from national authorities, international organizations, and humanitarian agencies to provide immediate relief and support sustainable development initiatives. Rationale and overall objective of the needs assessment The aim of the study is to provide an objective analysis of the vulnerable children/young people and communities living in the study areas (Djibouti City (including Balbala), Arta Region, Alisabieh Region, Dikil Region, Tadjourah Region and Obok Region) to enhance future program planning and relevance. This study is expected to meet the following objectives: - Objectives related to the care and development of children and young people: Assess the current situation (economic, social, cultural and political) of OVCs and young people and identify their priority needs. Create deep understanding of the magnitude and root causes of Social Problems and natural hazards in the five study regions. Provide information on the socioeconomic status (including, poverty rates and demographic data like population, # of children and young people, livelihood sources, protection concerns, literacy levels, health issues in the study regions). Assess the relevance, outcome and impact of SOS Childrens Villages in Djibouti current services (family like care, Family strengthening program, foster family care and Early childhood education). Identify children without parental care (Segregated by age, gender, disability, access to education and Health, and geographical area based on the study sample) and the main reason they deprived from the parental care. Identify children at risk of losing parental care and risk factors that can put children at risk of losing parental care (segregated by age, gender, disability, access to education, Health status, and geographical area based on the study sample). Map out existing childcare centres (including no of childcare centres, no of children per centre, available facilities for childcare and their funding partners,) in the study areas. Detect existing challenges faced by young people, services available to them and appropriate interventions/solutions to address. Identify role of young peoples involvement and level of participation in their communities Identify Existing policies/laws in favour of OVC, women and vulnerable families in study regions and gaps. Identify and review existing policies and guidelines related to alternative care and childcare in the country Map the likeminded structures/organisations working in the targeted areas and their services. Identify ongoing interventions that Favors our target group (children without/losing parental care) implemented by UN agencies, INGOs/LNGOs in the study regions Identity community structures that are in place to address OVC needs (including financial capability, reach, No, sustainability and functionality) Map out available social protection schemes in the study regions To what extent do the community members (including, OVCs, women, young people and marginalized groups) have access to public services in the study regions Assess external shocks faced by communities in the study regions and impact to their livelihoods.
