Tenders Are Invited For Lease Of Parking Meters For Collecting Parking Fees On The Premises Of Lpkiw Myślcinek Sp. Z O. O. Along With Carrying Out Related Technical And Organizational Activities With Their Comprehensive Service

3.1 The Subject Of The Order Is A Service Within The Meaning Of Art. 7 Point 28 Of The Public Procurement Law, Consisting In Leasing Parking Meters To Collect Parking Fees On The Premises Of Lpkiw Myślcinek Sp. Z O. O. For A Period Of 36 Months, Counting From The Date Of Delivery And Proper Activation Of The Parking Meters, Documented In The Acceptance Protocol, Together With Technical And Organizational Activities Related To Their Comprehensive Service.3.2. Cpv Code Under Which The Subject Of The Contract Was Classified: Main Cpv Code: 38730000-1 - Parking Meters, Additional Cpv Codes: 50316000-3 - Maintenance And Repair Of Ticket Issuing Machines, 50000000-5 - Repair And Maintenance Services 51214000-5 - Parking Meter Installation Services, 3.3 The Ordering Partys Requirements And Expectations In Relation To The Subject Of The Order Are Described In Detail In Annex No. 1 To The Swz (Description Of The Subject Of The Order). Moreover, The Contractor Is Obliged To Complete The Order On The Terms And Conditions Described In Annex No. 3 To The Swz (Draft Contract). 3.4 The Ordering Party Does Not Envisage Concluding A Framework Agreement. 3.5 The Ordering Party Does Not Allow The Submission Of Partial Offers. The Subject Of The Order Was Not Divided Into Parts Because It Is Not Justified Due To The Specificity Of The Delivery And Service And The Need To Ensure Uniform Service And Technical Support For All Parking Meters And All Hardware And System Resources. Dividing The Order Into Parts Would Involve Increased Costs For The Ordering Party And Difficulties Technical In The Implementation Of Several Contracts And Coordination Of Activities Of Various Contractors Implementing Various Elements Of The Order. Such A Division Could Jeopardize The Proper Execution Of The Contract, I.E. E.G. The Contractor Providing The Service Of Maintaining And Servicing Parking Meters And Other Hardware And System Resources Could Be Unready To Meet The Technical Conditions Corresponding To The Parameters Of Devices Provided By Another Contractor. Therefore, It Is Not In The Ordering Partys Interest To Divide The Responsibility Resulting From The Execution Of The Order - For The Provision Of Supplies And Services - Onto A Larger Number Of Entities, I.E. Suppliers And Contractors. Also In The Aspect Of Public Finance Discipline, It Is Reasonable Not To Divide The Order Into Several Contractors, Due To The Many Types Of Payments Made Via Parking Meters, Applications And Various Payment Methods (Cash, Card, Contactless Telephone).3.6. The Ordering Party Does Not Allow The Submission Of Variant Offers Or Offers In The Form Of Electronic Catalogues.3.7. The Ordering Party Does Not Envisage Concluding A Framework Agreement.3.8. The Ordering Party Does Not Envisage The Use Of An Electronic Auction.3.9. Requirements Related To The Implementation Of The Order In Terms Of Employment By The Contractor Or Subcontractor On The Basis Of An Employment Relationship Of Persons Performing
