Tenders Are Invited For Development Of A Document Entitled Urban Adaptation Plan To Climate Change For The Municipality Of Zakopane

1. The Subject Of The Order Is The Development Of A Document Entitled Municipal Climate Change Adaptation Plan For The Municipality Of Zakopane (Hereinafter Referred To As The Mpa), Together With The Implementation Of The Strategic Environmental Impact Assessment (Sea) Procedure With The Scope Indicated By The Relevant Authorities, With Public Participation As Part Of The Consultation And Participatory Process (Hereinafter Referred To As The Mpa Or The Document). 2. All Work On The Mpa And The Structure Of The Document Must Be Consistent With The Adaptation Manual For Cities - Guidelines For The Preparation Of The Urban Adaptation Plan To Climate Change, Updated Version From 2023 Developed By The Ministry Of The Environment And The Strategic Adaptation Plan For Sectors And Areas Sensitive To Climate Change By 2020 With A Perspective To 2030 (So-Called Spa 2020). 3. The Mpa Must Be Consistent With The Provisions Of Law, Including The Act Of October 3, 2008 On The Provision Of Information On The Environment And Its Protection, Public Participation In Environmental Protection And On Environmental Protection. Environmental Impact Assessments, With Current Local And Higher-Level Strategic Documents, As Well As With The Draft Act No. Uc33. 4. The Document Should Be Prepared Based On Applicable Program Documents/Environmental Reports/Gus Data/The Contractors Own Analyzes And Other Available Supporting Materials. 5. The Contractor Is Obliged To Cooperate, Support And Assist At Every Stage Of Work On The Document. The Document Should Be Prepared With The Active Participation Of Residents And Other Stakeholders Identified At The Stage Of Diagnostic And Consultation Work. 6. The Municipal Adaptation Plan To Climate Change Is To Be Prepared In Accordance With The Adaptation Manual For Cities - Guidelines For The Preparation Of The Municipal Adaptation Plan To Climate Change (Ministry Of Climate And Environment), And Should Be Subject To The Strategic Environmental Impact Assessment (Sea) Procedure, And Must Also Include: 1) Diagnosis, Including: A) Analysis Of Climatic And Hydrological Phenomena And Their Derivatives, B) Climate Change Scenarios, C) Description Of The Main Climatic Threats To The City Of Zakopane Resulting From Point (A). A And B,D) Assessment Of The Adaptation Potential Of The City Of Zakopane,E) Analysis Of The Vulnerability Of The City Of Zakopane,F) Analysis Of Climate Risk And Opportunities Resulting From Climate Change;2) Presentation Of The Results Of The Analyzes Referred To In Point 1 In Cartographic Form;3) Definition Of Objectives Plan;4) The Concept Of Greening The City Of Zakopane;5) The Concept Of Managing Rainwater And Meltwater;6) The Program Part, Including: A) The Definition Of Adaptation Measures Based On The Information Contained In Points 1 - 5, Including The Analysis Of Adaptation Options, B) Information On Entities And Bodies Responsible For The Implementation Of Adaptation Measures And On The Ways Of Involving These E
