Tenders Are Invited For Development Of A Document Entitled Climate Change Adaptation Plan For The City Of Białogard Together With The Strategic Environmental Impact Assessment Procedure

1. The Subject Of The Order Is The Provision Of A Service Consisting In The Development Of A Document Entitled Climate Change Adaptation Plan For The City Of Białogard (Hereinafter Referred To As Mpa) Together With The Necessary Consultation Activities, Prepared For Adoption By The City Council In Białogard.2. All Work On The Mpa And The Structure Of The Document Must Be Consistent With The Adaptation Manual For Cities - Guidelines For The Preparation Of The Municipal Adaptation Plan To Climate Change Developed By The Ministry Of The Environment And The Strategic Adaptation Plan For Sectors And Areas Sensitive To Climate Change Until 2020 With A Perspective Of Up To 2020. 2030.3. The Mpa Must Be Compliant With Legal Regulations, Including The Act Of October 3, 2008 On The Provision Of Information On The Environment And Its Protection, Public Participation In Environmental Protection And On Environmental Impact Assessments, As Well As With Current Local And Higher-Level Strategic Documents. 4. The Document Should Be Prepared Based On Applicable Program Documents/Environmental Reports/Gus Data/Contractors Own Analyzes And Other Available Supporting Materials.5. The Contractor Is Obliged To Cooperate, Support And Assist At Every Stage Of Work On The Document.6. The Document Should Be Prepared With The Active Participation Of Residents And Other Stakeholders Identified At The Diagnostic And Consultation Stage.7. Work On The Mpa Document And The Process Of Consultation And Public Participation Will Be Carried Out In The Stages Referred To In The Adaptation Manual For Cities - Guidelines For The Preparation Of The Urban Adaptation Plan To Climate Change.8. The Minimum Scope Of The Document Will Include: 1) Introduction, Including The Purpose And Scope Of The Study; 2) Brief Characteristics Of The City Of Białogard; 3) Linking The Mpa With Strategic And Planning Documents; 4) Method Of Developing The Mpa; 5) Public Participation In The Development Of The Mpa; 6) Diagnosis, Including Determining The Degree Of Exposure Of The City To A Given Climate Factor, Main Threats Resulting From Climate Change, Sensitivity Of The City To Climate Change, Adaptation Potential Of The City, Susceptibility Of Selected Sectors Of The City To Climate Change, Risk Analysis, Opportunities Resulting From Climate Change;7) Goals And Mpa Priorities;8) Analysis And Selection Of Adaptation Options, Including The Definition Of Adaptation Actions;9) Benefits For The City Resulting From Adaptation;10) Mpa Implementation And Monitoring System, Including Implementing Entities, Possible Sources Of Financing, Implementation Schedule Of Adopted Actions, Indicators For Monitoring And Evaluation Of Mpa;11) Summary Of The Process Of Public Consultations And Strategic Environmental Impact Assessment;12) List Of Tables And Figures.9. In Addition To The Process Of Developing The Mpa And Implementing The Planned Participatory Activities Described Above, The Subject Of The Order Will Also Includ
