Quotation are invited for Emergency Response Evaluation Description Inception Report (see the TOR attached) Draft Final Evaluation Report (see the TOR attached) Final version of the Final Evaluation Report (see the TOR attached) OBJECTIVES OF THE EVALUATION The aim of the evaluation is to assess the mid- to long-term achievements (and shortcomings) of Acteds humanitarian response activities in Derna, as relates to their relevance, effectiveness, coherence, efficiency, impact and sustainability. The evaluation should provide information that is evidence-based, credible and useful, enabling: 1. incorporation of lessons learned into Acteds future decision-making processes; 2. communication to Acteds donors and partners on Acteds achievements ACTED will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation and submission of their bids to ACTED.
