As The C-130 H Aircraft Type Is An Obsolete System With Few Users In The Relevant Market, A Supplier Needs To Make Continuous Investments To Maintain The Competence Required To Perform The Maintenance Under The Framework Agreement. The Risk Is Significant That Suppliers Who Are Not Assigned To The Framework Agreement Will Not Undertake These Investments And That It Will Be Technically Impossible To Change Supplier At The End Of The Relevant Framework Agreement. A Duration Of The Framework Agreement That Corresponds To The Remaining Time On The Tp84s Life Cycle Is Therefore Necessary Fmv Therefore Considers That There Is Reason To Sign A Framework Agreement That Ensures Maintenance For The Entire Technical Life According To Chapter 5 § 3 Lufs, A Framework Agreement May Last Longer Than Seven Years If It Is Justified By The Expected Life Of The Goods And If There Are Technical Difficulties In The Event Of A Change Of Supplier.
