Financial Consultancy, Financial Transaction Processing And Clearing-House Services – Assistance And Consultancy Services In Order To Access An Ad Hoc State Aid By Notification To The European Commission, Based On Art.107(3) And Art.108(3) Tfeu In Connection With The Refurbishment Of Unit 1 Cne Cernavodă Project - Cr 42419. The Provider Will Perform Assistance And Consulting Services, Which Will Include: Pre-Notification Stage • Document Analysis And Their Review, If Necessary; • Participation In Preliminary Discussions With The Ministry Of Energy And The Competition Council Regarding The Incidence Of State Aid On The Project, Preparation Of Necessary Supporting Documentation, Elaboration Of Minutes Of Meetings And Other Requested Reports Or Documents, As The Case May Be; • Preparation Of State Aid Pre-Notification And Participation In Working Meetings With The Ministry Of Energy And The Competition Council; Revising The Pre-Notification According To Those Agreed During These Meetings, If Necessary. • Analysis Of Com Observations (Dg Competition, Dg Ener, Dg Clima S.A.) Formulating Answers And Clarifications (One Or More Rounds Of Clarifications); • Analysis Of The Document Sent By Dg Competition At The End Of The Pre-Notification Stage And Formulation Of Recommendations, If Necessary. This Stage Will End With The Preparation By The Provider Of A Report On The Progress Of The Pre-Notification Process. Notification Stage • Elaboration Of State Aid Notification And Participation In Working Meetings With The Ministry Of Energy And The Competition Council; Revising The Notification According To Those Agreed During These Meetings, If Necessary; • Analyze Requests For Com Clarifications (Dg Competition, Dg Ener, Dg Clima S.A.) And Formulate Answers (One Or More Rounds Of Clarifications); • Participation In Discussions/Meetings With Representatives Of The Competition Council And/Or Other Stakeholders, Elaboration Of Necessary Supporting Documentation, Elaboration Of Minutes Of Meetings And Other Requested Reports Or Documents, As The Case May Be; • Participation In Meetings And Negotiations With Com Representatives, Preparation Of Necessary Supporting Documentation, Preparation Of Meeting Minutes And Other Requested Reports Or Documents, As The Case May Be. This Stage Will End With The Provision By The Provider Of A Report On The Progress Of The Notification Process Which Will Be Elaborated After Obtaining The Com Decision On The Authorization Of State Aid. The Services Will Be Provided In Accordance With The Technical And Performance Requirements And Characteristics Requested In The Specification No. 8206/04.07.2024.
