Public Utilities – City Of Bürstadt - Award Of A Lease And Operating Contract For The Innovative Heating System On The Bürstadt Education And Sports Campus. As Part Of The Construction Of The Bürstadt Education And Sports Campus, The City Of Bürstadt Had An Innovative Heating System Planned And Partially Built In The Sense Of A So-Called Heating Network 4.0, Which It Is Currently Operating. The Aim Of This Heating System, Which Is Supported By The Federal Office Of Economics And Export Control, Is To Provide Sustainable And Co2-Neutral Heat To All Buildings On The Educational And Sports Campus And The Outdoor Swimming Pool As Well As (In The Future) Adjacent Properties. As Part Of A First Stage, Only Urban Customers Were Supplied With Heat. In The Future, Additional Properties On The Campus And - After Appropriate Expansion - The Schillerschule And, If Necessary, Private Households In The Adjacent Residential Area Will Be Supplied Via The Heating Network. The City Of Bürstadt Intends To Lease The Innovative Heating System On The Bürstadt Education And Sports Campus (And The Adjacent Area), Which It Has Already Partially Built And Will Expand In The Future, To A Suitable Operator For A Period Of 10 Years, Who In Turn Undertakes To To Operate The Innovative Heating System And To Supply All Interested End Customers In The Concession Area With Heat In Accordance With The Legal Framework And Funding Conditions. The Operator Must Provide The Following Services: (1) The Operator Pays Rent To The City Of Bürstadt. (2) The Rental Of The Infrastructure And The Guarantee Of The Heat Supply Are Carried Out At The Selected Operators Own Economic And Operational Risk, I.E. Without Any Remuneration To Be Paid By The Public Sector. It Is Part Of The Basic Structure Of The Order That The Operator Refinances Himself Through The Income He Generates From The Operation, I.E. From The Exploitation Of His Services. (3) The Operator Must Provide End Customer Services To The Connection Holders In The Concession Area And Set Up An Appropriate Sales And Service Structure For This Purpose. (4) The End Customer Prices Must Be Within The Normal Market Prices In A National Comparison And Must Not Exceed The Maximum Limits Set By The Bafa Funding Decision. (5) The Introduction Of Further Technology Into The Existing Infrastructure, To The Extent That This Is Necessary For The Fulfillment Of The Task Assigned To It Or Is Expedient For The Operator. (6) The Meter And Meter Reading Measurement Using The Existing Infrastructure. (7) The Purchase And Payment Of Electricity And Other Operationally Necessary Energy, To The Extent That The Existing Infrastructure Cannot Ensure This. (8) Communication And Coordination With The City Of Bürstadt Regarding Planning, Rollout Planning, Commissioning, Etc. (9) Providing Customer Services For Business Customers And Private Customers (Troubleshooting, Managing Trouble Tickets, Reporting Interim Statuses And Troubleshooting Depending On The Customer Type And Sla With The Customers). (10) Realization Of Network Operation (24/7)
