Since May 2023, the World Bank has been supporting the GoPNGs efforts to maximize the development impact of labor mobility programs through the Enhancing Labor Mobility from Papua New Guinea (ELMPNG) project. The project development objective is to strengthen government systems in PNG that support workers and their households to benefit from overseas employment opportunities. Support areas under EMLPNG would include enhancing the LMUs capacity, workers employability, equity in access to labor mobility opportunities through outreach, and the development impact of migration through successful reintegration and financial literacy training. This Impact Evaluation (IE) of Labor Mobility in Papua New Guinea (PNG) and its findings would support the GoPNG in the implementation of the ELMPNG. It will focus on evaluating the effectiveness of interventions to ease constraints in labor mobility of Papua New Guineans to Australia and New Zealand. The interventions may include conducting information outreach to ease information asymmetry in mobility opportunities, providing work-ready training to enhance the capacity of workers, testing systematic ways to select candidates for overseas job interviews to improve transparency in the candidate selection process, and enhancing the financial capacity of migrants and their families to enhance the development impact of migration and resulting remittances. This IE project is under the umbrella of the World Banks Pacific Labor Mobility Analytical project implemented by the World Banks Social Protection and Jobs Global Practice. The IE would also contribute to expanding global evidence on policies/ programs to facilitate labor mobility, beyond complementing ELMPNG. The Pacific region has benefited from several impact evaluations focused on seasonal schemes since their inception, but these were focused primarily on the impacts on Tonga and Vanuatu. Currently, there is a lack of evidence for PNG on (i) the types of interventions, that would help expand participation to labor mobility; (ii) the impact of migration at the individual, household, and community levels; and (iii) potential support that would amplify the positive impact of migration. While filling these existing evidence gaps, the IE findings would also directly support the implementation of the existing Pacific labor mobility programs of Australia and New Zealand, directly provide analytical underpinning to GoPNG migration policies, and indirectly to other governments in the Pacific and beyond. The World Bank is seeking a qualified and experienced consulting firm to design and implement this IE. The selected firm (henceforth the Vendor) will report to and work closely with the World Banks Task Team, which consists of Bank staff from the Social Protection and Jobs Global Practice. The Vendors primary responsibility would be to design the IE (including data collection instruments), collect necessary data and conduct analysis to formally evaluate the impacts of the ELMPNG project. The Vendor will be expected to assist the Task Team in customizing the IE design and implementation to local contexts, as well as engaging with government counterparts when and where requested by the Task Team.
