Air Traffic Control Software Package - Multiple Remote Operated Tower (Mrot) System. Fintraffic Ans Is Starting The Procurement Of A Remote Aerodrome Air Traffic Service System For 7 Light Traffic Density Airports And As An Option To One Or More Domestic And Abroad Airports For Remote Traffic Control. Light Traffic Density Airports In This Context Means That The Total Volume Of All 7 Airports Is Currently Approximately 40.000 Yearly Operations. The Multiple Operating Model Is Based On Simultaneous Operation Of Several Airports From A Single Controller Working Position. The Multiple Remote Operated Tower (Mrot) Concept Is Based On Flexible Ats Service Provided Remotely From The Remote Tower Center (Rtc). The Mrot Concept Is Based On Existing Twr Adi/Aps Procedures And Additional Technical Functionalities To Facilitate Remote Operations. Improved Situational Awareness And Orientation Are Basic Requirements That Will Be Supported With Specially Designed Working Environment And User Interface. The Cwps (Control Working Position) Will Be Similar As Has Been Assessed In Sesar Validations With Vertical Division Of The Panoramic Camera View. The Objective Is To Have The First 2-3 Airports Operational Before The End Of 2026 And Remaining Light Traffic Density Airports By 2028. The Procurement Is Conducted As A Negotiated Procedure. Interested Companies Are Requested To Submit A Request To Participate With The Instructions Provided In This Notice. All Candidates That Fulfill The Suitability Criteria, Including References, Shall Be Invited To The Negotiated Procedure. The Procedure Will Include Several Negotiation Rounds And Multiple Initial Tenders Or Other Written Documents May Be Required Prior To The End Of The Negotiation Phase. After This Phase, The Candidates Will Be Requested To Submit Their Final Tenders, Which Will Then Be Evaluated By Fintraffic Ans Prior To The Contract Award. At This Stage It Is Expected That The Negotiation Phase Will Continue Until August 2024, After Which Final Request For Tenders Will Be Prepared And Sent To Candidates. Procurement Decision And Signing Of The Contract Is Expected To Be Made During Year 2024. General Description Of The Procurement Is Included As Appendix 1 To This Notice. Initial Tender Request Will Be Sent To Candidates Selected To The Negotiation Phase.
